Conflict has severely disrupted trade, humanitarian access, and livelihoods. Very poor macroeconomic conditions constrain household market access.

Budi of Eastern Equatoria State remains one of the most affected counties of the ongoing cholera outbreak, with 703 cases and 79 deaths between July and October 2017.

Boko Haram conflict continues to cause major disruption to livelihoods in the northeast. Large populations remain heavily dependent on humanitarian assistance for food access, the majority of whom are in Borno State.

In Maiduguri, Borno State, prices for maize, rice, and sorghum in September 2017 were up 140 percent from September 2015. Millet was up by 190 percent. Main season harvests are estimated at

20 percent of average.

The extensive conflict has reduced incomes, and food prices remain elevated. Food access is inadequate for many poor households.

NGOs express alarm at closure of all Yemeni airports, seaports, and land crossings, and call for an immediate reopening to facilitate humanitarian access.

The April to June 2017 Gu season was well below average and the 2017 October to December Deyr season is forecast to be below-average. This follows large rainfall deficits in 2016 for both Gu and Deyr seasons.

As of October 25, Bakool, northern Bay, and some central areas have received 60 to 80 mm, while all other areas received less than 20 mm. Rainfall totals are around 50% below what is normal by this time.

Severe drought over the past year has resulted in very large livestock losses in Ethiopia’s Somali Region, which has sharply reduced household food and income access.

As of October 25, Deyr (October to December) rainfall has been slightly below average in much of Dollo and Korahe zones, while rainfall in southern areas of Somali, Oromia, and SNNP regions has been slightly to well above average.

Other Areas of Concern

The 2017 long rains marked the second consecutive season of drought across the majority of Kenya’s pastoral and marginal agricultural areas, which affected livestock productivity and crop production.

As of November 5, the short rains (October to December) have begun countrywide, including in northeastern pastoral areas that had previously not experienced rainfall.

Ongoing conflict in the Kasai region since August 2016 has caused ongoing displacement and affected households’ abilities to access their livelihoods.

The size of the displaced population from the Kasai region has decreased to less than 1 million people, due to over 710,000 returnees to the region.

Widespread conflict, poor rainfed staple production, and weak casual labor markets are the primary drivers of acute food insecurity, which is expected to be more extensive in early 2018 than during the previous lean season.

Cumulative precipitation for the ongoing wet season through May 2018 is expected to be below-average to average. However, timing and frequency of spring rainfall is likely to be a major determinant of 2018 staple harvest outcomes.

There is already an assurance that this business will succeed because buyers are already there. Of course, in any kind of business, conducting a feasibility study is always a crucial step to take. This will assess the economic viability of your proposed business.

Here are some important questions to consider before plunging into this kind of business.

1. Do you have enough capital or budget for your rice dealership business? With at least P60,000 to P100,000 as a starting capital.

2. Do you want to operate as sole proprietorship or corporation? Business registration guide here.

3. Do you have a big and safe storage room for the sacks of rice that will be delivered to you?

4. Do you have a good location for your rice dealership business? Research the area of your target market, the flow of traffic and their buying habits.

Q: Who are required to secure license from NFA?

A: All persons, natural or juridical, that are engaging or intending to engage in the rice and/or corn business whether commercial or NFA rice/corn.

A: Before the start in any of the business activity enumerated above, the proprietor or operator should first secure a license from NFA. For those already license, businessmen should renew their annual license on any day within their scheduled month allotted by the NFA

A: Application may be filed at the NFA office that has jurisdiction over the location of the principal business of the applicant.

Q: In case we have more than one (1) store/establishment for Rice/Corn business, should all be licensed?

A: Yes, owner/operator should file a license for all outlets at the NFA office where his principal place of business is located. Additional outlets are treated as branches.

A: For new applicants, follow these procedures:

secure application form from the licensing officer upon payment of application fee;

accomplish and file application with complete requirements to the licensing officer who in turn checks the documents and determines corresponding license fee;

pay license fee to the cashier and get copy of official receipt;

prepare the facilities/equipment requirements for inspection by NFA Investigators;

after inspection of establishments, present notice of inspection to licensing officer, official receipt and proof of compliance with deficiencies, if any;

licensing officer issues license if application is found to be in order;

applicants display license in their establishments.

Procedures for renewal applicants:

secure application from licensing officer upon payment of application fee;

accomplish and file application with complete requirements together with previous year s license to the licensing officer;

licensing officer checks completeness of requirements and determines license fee to be paid;

pay license fee to the cashier and present the official receipt to licensing officer;

licensing officer issues renewal sticker and stick it to appropriate portion of the license if application is found to be in order;

applicants display licensing conspicuous place in their establishments.

Q: For New Applicants, how long do we have to wait for the Approval of our License Application?

A: The establishments and facility requirements of new applicants are inspected by NFA Investigators within 20 working days after the filling of their applications. Those inspected are given inspection notices stating the date when they can return to the NFA to show compliance with any deficiency, if any. Otherwise, their notices state the date they can get their license. In all these cases, it should not exceed 20 working days after inspection.

A: Application fee is P50.00 for a single line activity and P100.00 for two activities or more. License fees depend upon capacity of the post harvest equipment used.

A: Documentary and facility requirements depend upon the business activity.

Q: Does the NFA requires only Licensing on Rice/Corn Business Activities?

A: The NFA also require the registration of the following facilities aside from the license on the activities mentioned earlier list.

motor vehicles used or intended to be used in transport/hauling of palay/ rice/corn whether for exclusive use or for hire except public utility vehicles franchised by proper government agencies not principally used for transporting rice/palay/corn;

warehouses,threshers and sellers for own produce;

mechanical dryers for owner s/operators exclusive use;

packaging machines for owner s/operators exclusive use;

institutions/establishments securing their rice/corn requirements from the NFA;

poultry and hog raisers securing byproducts from the NFA;

manufacturers/importers/dealers and distributors of rice/corn post-harvest facilities;

non-operating mills and other post-harvest facilities. In this case, registration is done only once.

Registration is done at the office of the NFA that has jurisdiction over the location of the principal business of the applicant.

Registration fees see separate from that of the license fees.

Q: In the event that I discontinue my business, what should I do with my License/Registration Certificate?

A: Surrender your license/registration certificate to the NFA office that issued it together with a written notice of discontinuance.

Otherwise, in case you reapply, you would be charged with the fees for the entire period that you have not applied for renewal.

Q: What do you mean by Bonded Activities?

A: Bonded activities mean third party stocks are deposited in your facilities, for storage, milling, threshing, corn shelling or mechanical drying. Operators/owners of facilities accepting third party stocks are required to post a bond as well as fire insurance to safeguard the stocks of the third party.

State Bankruptcy Option Is Sought, Quietly – The New York Times, new

A Path Is Sought for States to Escape Their Debt Burdens

Policymakers are working behind the scenes to come up with a way to let states declare bankruptcy and get out from under crushing debts, including the pensions they have promised to retired public workers.

Unlike cities, the states are barred from seeking protection in federal bankruptcy court. Any effort to change that status would have to clear high constitutional hurdles because the states are considered sovereign.

But proponents say some states are so burdened that the only feasible way out may be bankruptcy, giving Illinois , for example, the opportunity to do what General Motors did with the federal government’s aid.

Beyond their short-term budget gaps, some states have deep structural problems, like insolvent pension funds, that are diverting money from essential public services like education and health care. Some members of Congress fear that it is just a matter of time before a state seeks a bailout, say bankruptcy lawyers who have been consulted by Congressional aides.

Bankruptcy could permit a state to alter its contractual promises to retirees, which are often protected by state constitutions, and it could provide an alternative to a no-strings bailout. Along with retirees, however, investors in a state’s bonds could suffer, possibly ending up at the back of the line as unsecured creditors.

“All of a sudden, there’s a whole new risk factor,” said Paul S. Maco, a partner at the firm Vinson Elkins who was head of the Securities and Exchange Commission ’s Office of Municipal Securities during the Clinton administration.

For now, the fear of destabilizing the municipal bond market with the words “state bankruptcy” has proponents in Congress going about their work on tiptoe. No draft bill is in circulation yet, and no member of Congress has come forward as a sponsor, although Senator

, a Texas Republican, asked the Federal Reserve chairman,

, about the possiblity in a hearing this month.

House Republicans, and Senators from both parties, have taken an interest in the issue, with nudging from bankruptcy lawyers and a former House speaker,

, who could be a Republican presidential candidate. It would be difficult to get a bill through Congress, not only because of the constitutional questions and the complexities of bankruptcy law, but also because of fears that even talk of such a law could make the states’ problems worse.

Lawmakers might decide to stop short of a full-blown bankruptcy proposal and establish instead some sort of oversight panel for distressed states, akin to the Municipal Assistance Corporation, which helped New York City during its fiscal crisis of 1975.

Still, discussions about something as far-reaching as bankruptcy could give governors and others more leverage in bargaining with unionized public workers.

“They are readying a massive assault on us,” said Charles M. Loveless, legislative director of the American Federation of State, County and Municipal Employees . “We’re taking this very seriously.”

Mr. Loveless said he was meeting with potential allies on Capitol Hill, making the point that certain states might indeed have financial problems, but public employees and their benefits were not the cause. The Center on Budget and Policy Priorities released a report on Thursday warning against a tendency to confuse the states’ immediate budget gaps with their long-term structural deficits.

“States have adequate tools and means to meet their obligations,” the report stated.

No state is known to want to declare bankruptcy, and some question the wisdom of offering them the ability to do so now, given the jitters in the normally staid municipal bond market.

Slightly more than $25 billion has flowed out of mutual funds that invest in muni bonds in the last two months, according to the Investment Company Institute . Many analysts say they consider a bond default by any state extremely unlikely, but they also say that when politicians take an interest in the bond market, surprises are apt to follow.

New business idea

Mr. Maco said the mere introduction of a state bankruptcy bill could lead to “some kind of market penalty,” even if it never passed. That “penalty” might be higher borrowing costs for a state and downward pressure on the value of its bonds. Individual bondholders would not realize any losses unless they sold.

But institutional investors in municipal bonds, like insurance companies, are required to keep certain levels of capital. And they might retreat from additional investments . A deeply troubled state could eventually be priced out of the capital markets.

“The precipitating event at G.M. was they were out of cash and had no ability to raise the capital they needed,” said

, the lone Republican on

’s special auto task force, which led G.M. and Chrysler through an unusual restructuring in bankruptcy, financed by the federal government.

Mr. Wilson, who ran an unsuccessful campaign for New York State comptroller last year, has said he believes that New York and some other states need some type of a financial restructuring.

He noted that G.M. was salvaged only through an administration-led effort that Congress initially resisted, with legislators voting against financial assistance to G.M. in late 2008.

“Now Congress is much more conservative,” he said. “A state shows up and wants cash, Congress says no, and it will probably be at the last minute and it’s a real problem. That’s what I’m concerned about.”

Discussion of a new bankruptcy option for the states appears to have taken off in November, after Mr. Gingrich gave a speech about the country’s big challenges, including government debt and an uncompetitive labor market.

“We just have to be honest and clear about this, and I also hope the House Republicans are going to move a bill in the first month or so of their tenure to create a venue for state bankruptcy,” he said.

A few weeks later, David A. Skeel, a law professor at the University of Pennsylvania , published an article, “Give States a Way to Go Bankrupt,” in The Weekly Standard. It said thorny constitutional questions were “easily addressed” by making sure states could not be forced into bankruptcy or that federal judges could usurp states’ lawmaking powers.

“I have never had anything I’ve written get as much attention as that piece,” said Mr. Skeel, who said he had since been contacted by Republicans and Democrats whom he declined to name.

Mr. Skeel said it was possible to envision how bankruptcy for states might work by looking at the existing law for local governments. Called Chapter 9, it gives distressed municipalities a period of debt-collection relief, which they can use to restructure their obligations with the help of a bankruptcy judge.

Unfunded pensions become unsecured debts in municipal bankruptcy and may be reduced. And the law makes it easier for a bankrupt city to tear up its labor contracts than for a bankrupt company, said James E. Spiotto, head of the bankruptcy practice at Chapman Cutler in Chicago .

The biggest surprise may await the holders of a state’s general obligation bonds. Though widely considered the strongest credit of any government, they can be treated as unsecured credits, subject to reduction, under Chapter 9.

Mr. Spiotto said he thought bankruptcy court was not a good avenue for troubled states, and he has designed an alternative called the Public Pension Funding Authority. It would have mandatory jurisdiction over states that failed to provide sufficient funding to their workers’ pensions or that were diverting money from essential public services.

“I’ve talked to some people from Congress, and I’m going to talk to some more,” he said. “This effort to talk about Chapter 9, I’m worried about it. I don’t want the states to have to pay higher borrowing costs because of a panic that they might go bankrupt. I don’t think it’s the right thing at all. But it’s the beginning of a dialog.”

How Google determines local ranking

Local results are based primarily on relevance, distance, and prominence. These factors are combined to help find the best match for your search. For example, Google algorithms might decide that a business that’s farther away from your location is more likely to have what you’re looking for than a business that’s closer, and therefore rank it higher in local results.

Relevance

Relevance refers to how well a local listing matches what someone is searching for. Adding complete and detailed business information can help Google better understand your business and match your listing to relevant searches.

Distance

Just like it sounds–how far is each potential search result from the location term used in a search? If a user doesn’t specify a location in their search, Google will calculate distance based on what’s known about their location.

Prominence

Prominence refers to how well-known a business is. Some places are more prominent in the offline world, and search results try to reflect this in local ranking. For example, famous museums, landmark hotels, or well-known store brands that are familiar to many people are also likely to be prominent in local search results.

Prominence is also based on information that Google has about a business from across the web (like links, articles, and directories). Google review count and score are factored into local search ranking: more reviews and positive ratings will probably improve a business’s local ranking. Your position in web results is also a factor, so SEO best practices also apply to local search optimization.

Business electives are a great way to further specialize in a topic that interests you. Here are a couple of electives to consider. You can also search out your own to focus your studies on something that interests you.

  • Business Law: This introductory business law course from Education-Portal.com consists of more than short video lesson. You can test your knowledge at the end of each portion with post-lesson quizzes.
  • Strategic Human Resources Management: MIT s Sloan School of Management offers text-based lecture notes, assignments, and a final exam focused on human resource management strategies.

Get Real Course Credit

If you would rather take courses that result in some sort of certificate or even a university recognized degree without enrolling in business school and paying a sizable tuition bill, you may want to consider looking at sites like Coursera or EdX, both of which offer courses from some of the top universities in the world.

Coursera offers certificate courses and degree programs that start as low as $15. Admission is required for degree programs. EdX offers university credits for a small fee per credit hour.

Since The Startup Way came out on October 17th, I ve had a great time traveling with the book, speaking to audiences, and meeting amazing people creating change in all types of organizations. From New York, Philadelphia, and Boston to Los Angeles and San Francisco, entrepreneurs came out to share their enthusiasm — you really are everywhere.
