The Business grants and funding available to UK small businesses, government grants

Government Grants

The government grants section has a wealth of articles and advice on how UK small businesses can get a grant from both the public and private sector, along with helpful guides on the different types of business grants and funding available to business owners starting and running a business.

A small business grants guide for 2017

Here, Peter Fleming takes a look at a range of options for funding your business through grants this year.

There are many European and UK-wide government business grant schemes; there are also local business funding schemes provided through Local Enterprise Partnerships (LEPs) or through local authorities and organisations such as the Chambers of Commerce. However there were 512 registered schemes at the last count! So a good place to start your research is on the government website.

Business grants are available at a local and national level and usually sector specific. They offer between £1,000 and £100,000 for SMEs, but funds can be unlimited for larger businesses within EU state aid programmes.

With grants you don’t pay the money back. However, it’s worth noting there will be clawback terms if you falsify claims in respect to expected outputs set by the grant scheme. Therefore, ensure your application is captivating and thorough as it will go through a due diligence process.

Normally there are two stages, submitting an Expression of Interest (EOI) to ensure your business and grant application meets the scope of the grant call and then a full application process whereby you will need to supply, market research, a business plan and at least 1-3 years of financial forecasts.

Throughout the process, you will need to justify there is additionality i.e. not just the reason why you need funding, but by obtaining a grant, how many new jobs you will create, if you’re opening up new markets or export opportunities or that your idea could be a game changer.

It is always worth getting a second opinion regarding the feasibility and strength of your application against the grant objectives and any regional strategic economic plan. Therefore speak to your accountant, a local business adviser or the Growth Hub.

The larger grant opportunities can be competitive and therefore be a long-drawn-out process, taking several months in some cases to receive just an offer. So if you are looking for subsidies and money quickly a grant may not be the right solution for your business.

It is also worth noting if your application is successful, grant moneys are not paid upfront but claimed normally at the back end of the project or even after any intervention is completed.

Therefore you will need to use your own cash reserves and any other funding prior to drawing down the grant money. I have even known businesses take out bridging loans till they have received their grant funds.

Some key areas of your business whereby you could access business advice or a grant;

Business advice and support, whether you are pre-start, a new start or an established business, there are regional Business Growth Hubs across the UK whereby you can obtain free or funded advice. You can normally obtain specialist support to devise a business growth strategy, do market research to create a sales and marketing plan, implement social media management or even get advice on how to apply for further funding.

Note each UK region may have a focus on specific business sectors, business sizes and locations, as eligibility can be even post code specific.

Skills and development government grants

The Skills Funding Agency oversees the current apprenticeship scheme, however on May 1st 2017 the new Apprenticeship Levy scheme starts whereby your business could access subsidised training and development to upskill existing employees to even Master’s degree level.

Many regional Universities, Colleges and further education organisations will be offering a multitude of subsidised short courses or funded degree level programmes which will help you develop your existing staff to be the managers and directors of the future.

If your business is within a rural development area and looking to grow, invest in infrastructure, machinery or seek specialist advice to diversify. Or if your business is involved with forestry and land projects the government have a scheme called LEADER managed through Local Action Groups.

The Carbon Trust Green Business Fund is a new energy efficiency support service for small and medium-sized companies in England, Scotland and Wales.

It provides direct funded support through energy assessments, training workshops, equipment procurement support and up to £10,000 capital contribution towards the purchase of energy saving equipment.

Manufacturing is an area which is increasingly supported through grant schemes. Therefore if you manufacture textiles, specialist tooling, operate in the digital market, within the nuclear supply chain or need support for international trade, or manufacture in many other sectors, there is likely to be a grant scheme that your business can access.

Innovation, Research and Development

Innovate UK, offers support and funding to help businesses develop new products and services and bring them closer to market, this may be to bring people together to share ideas, tackle challenges and make new technological advances.

They targets technologies and areas with the greatest scope to improve business, the economy and society.

Local Enterprise Partnership

For anyone looking for grants at the moment, the go-to people will be their Local Enterprise Partnership (LEP). One of the main functions of the LEPS is to generate economic growth and so many have their own grants programmes.

In addition, most provide some form of business support and advice. As part of the business advice service they collate information on local and national grants and will signpost business owners to the relevant organisations.

Another great source of information is the government ‘Business is Great’ website which has a page dedicated to a number of funds to support innovation.

There is also is an EU tool which does a better job than anything I’ve seen of clarifying what finance is available across the EU including although is does require some persistence in searching to get to the information.

For companies and individuals with ground breaking research which may require significant funding there is also Horizon 2020:

Grant funding is not for everyone but could give your business the boost it needs. Proper preparation, thorough research, getting professional advice and being able to clearly explain why you require your grant funding is more likely to lead to a successful application. And, as a result, help you obtain the financial support for a better, bigger and more profitable business for you.





Trump tax cuts: Lower rates for individuals and businesses – Apr, new

Trump calls for dramatic tax cuts for individuals and businesses

The Trump administration has finally outlined its new tax proposal, which leans heavily on tax cuts.

So far, President Trump wants to slash individual tax rates — cutting the top rate from 39.6% to 35% — and reduce the number of total rates from seven to three. He also wants to cut the top tax rate for all businesses to 15%, far below the current top rates.

The administration’s tax outline still leaves many questions unanswered and will be met with a lot of skepticism among lawmakers, even though Republicans control Congress. In fact, some GOP aides suggest that the White House — with its emphasis on tax cuts and too few details on how they’d be paid for — is not constructively contributing to a serious discussion of tax reform.

“It’s not tax reform,” one senior GOP aide told CNN. “Not even close.”

Here’s what we know so far about the president’s tax proposal.

Lower individual income tax rates: The proposal calls for reducing the number of tax brackets from seven to three for individuals, which would be set at 10%, 25% and 35%. Today’s rates are 10%, 15%, 25%, 28%, 33%, 35% and 39.6%.

But here’s the thing: The White House has yet to specify how much of one’s income would apply to each of the three rates that Trump is proposing. So it’s impossible to say what the change would mean in dollars and cents for anyone.

During the campaign, Trump had originally called for those rates to be 10% 20% and 25%. He later amended his plan, calling for somewhat higher rates to match what House Republicans have been calling for: 12%, 25% and 33%.

The proposal also calls for doubling the standard deduction.

Treasury Secretary Steven Mnuchin said Wednesday morning that the new tax proposal will offer “the biggest tax cut and the largest tax reform in the history of this country.” Without greater detail from the White House, that’s impossible to verify.

Much lower business rates: Trump wants to slash the top tax rate for all businesses to 15%, as he proposed during the campaign. That’s well below the top rate of 35% for corporations today, although the real top rate they pay is less after tax breaks.

A drop to 15% would also be a huge drop from the 39.6% top rate paid by owners and shareholders of so-called pass-through businesses. Those run the gamut from mom-and-pop shops to law firms and hedge funds. In a pass-through business, the owners and shareholders report profits on their personal tax returns.

One-time tax on overseas profits: The president will call for a low, one-time tax on the $2.6 trillion of profits that were earned overseas by U.S. multinational corporations and were technically never brought back to the United States.

Switch to a territorial tax system: Today, U.S. companies must pay tax on all their profits, regardless of where in the world those profits are earned.

Trump now joins Republicans who want to switch to a territorial system for businesses. That would mean U.S. companies would only owe U.S. tax on what they earn in the United States.

No border adjustment tax as proposed: Trump is not expected to back a controversial provision known as the border adjustment tax that was proposed by House Republicans.

“We don’t think it works in its current form, and we will have discussions with [House tax writers] about revisions,” Mnuchin said Wednesday morning at an event held by The Hill.

A border adjustment tax would fundamentally alter how imports and exports are taxed. Under the House plan, companies could no longer deduct the cost of their imported goods, and sales of their exports would no longer be subject to U.S. tax.

Such a provision could raise more than $1 trillion over a decade, which the House GOP was counting on to help offset the cost of their proposed rate cuts.

Trump has been a proponent of a selective import tax — and has suggested he might favor a “reciprocal” tax. But he has yet to explain what that means.

Tax break for child care costs: An outline of the plan calls for tax relief for child care costs, but doesn’t give much detail.

During the campaign, Trump called for two tax breaks to help ease families’ child care costs. One would let parents deduct the average cost of child care in their state, based on their child’s age.

The other would give a tax break to anyone who sets aside up to $2,000 a year to cover costs associated with child care and elder care.

The contributions would be tax deductible, then grow tax free.

Tax and child care policy experts have said both breaks, as proposed, would disproportionately benefit wealthier families. And in the case of millions of low- and middle-income families, the breaks could raise their tax burden when combined with Trump’s other proposals to eliminate head of household status, repeal personal exemptions and raise the lowest income tax rate to 12% from 10% currently.

Eliminate most deductions: Trump is now aligning himself with House Republicans, by calling for the elimination of all deductions except those for mortgage interest and charitable contributions.

Originally he’d called for a cap on itemized deductions.

Repeal a string of taxes: As he did during the election, Trump will call for the repeal of the Alternative Minimum Tax, the estate tax and the 3.8% Medicare surtax that applies to wages and investments above a certain level.

In the near future the boundaries between “conventional” and “electronic” commerce will become increasingly blurred as more and more businesses move sections of their operations onto the Internet.

Business to Business or B2B refers to electronic commerce between businesses rather than between a business and a consumer. B2B businesses often deal with hundreds or even thousands of other businesses, either as customers or suppliers. Carrying out these transactions electronically provides vast competitive advantages over traditional methods. Regional Growth Fund (RGF)

Businesses looking for funding of less than £1 million, can apply for support through Regional Growth Fund programmes. These are schemes run by national or local organisations that have been awarded RGF cash to offer grants and/or loans to eligible businesses.

Since 2011, £1.7 billion has been allocated to RGF programmes, supporting more than 9,400 small and medium-sized businesses. Start-Up Loans

This government-funded initiative provides loans, mentoring and support for start-ups or very small, early-stage businesses with potentially viable propositions but who are unable to attract investment from high-street banks.

To be eligible, businesses must be yet to launch or have been trading for less than 12 months. The scheme provides free business planning to ensure applicants are in the best possible position to receive funding. Every loan application is considered according to the needs of your business, with an average loan size of around £6,000. The final loan size will be determined by your business plan.     Trump tax cuts: Lower rates for individuals and businesses – Apr, new

    Trump calls for dramatic tax cuts for individuals and businesses

    The Trump administration has finally outlined its new tax proposal, which leans heavily on tax cuts.

    So far, President Trump wants to slash individual tax rates — cutting the top rate from 39.6% to 35% — and reduce the number of total rates from seven to three. He also wants to cut the top tax rate for all businesses to 15%, far below the current top rates.

    The administration’s tax outline still leaves many questions unanswered and will be met with a lot of skepticism among lawmakers, even though Republicans control Congress. In fact, some GOP aides suggest that the White House — with its emphasis on tax cuts and too few details on how they’d be paid for — is not constructively contributing to a serious discussion of tax reform.

    “It’s not tax reform,” one senior GOP aide told CNN. “Not even close.”

    Here’s what we know so far about the president’s tax proposal.

    Lower individual income tax rates: The proposal calls for reducing the number of tax brackets from seven to three for individuals, which would be set at 10%, 25% and 35%. Today’s rates are 10%, 15%, 25%, 28%, 33%, 35% and 39.6%.

    But here’s the thing: The White House has yet to specify how much of one’s income would apply to each of the three rates that Trump is proposing. So it’s impossible to say what the change would mean in dollars and cents for anyone.

    During the campaign, Trump had originally called for those rates to be 10% 20% and 25%. He later amended his plan, calling for somewhat higher rates to match what House Republicans have been calling for: 12%, 25% and 33%.

    The proposal also calls for doubling the standard deduction.

    Treasury Secretary Steven Mnuchin said Wednesday morning that the new tax proposal will offer “the biggest tax cut and the largest tax reform in the history of this country.” Without greater detail from the White House, that’s impossible to verify.

    Much lower business rates: Trump wants to slash the top tax rate for all businesses to 15%, as he proposed during the campaign. That’s well below the top rate of 35% for corporations today, although the real top rate they pay is less after tax breaks.

    A drop to 15% would also be a huge drop from the 39.6% top rate paid by owners and shareholders of so-called pass-through businesses. Those run the gamut from mom-and-pop shops to law firms and hedge funds. In a pass-through business, the owners and shareholders report profits on their personal tax returns.

    One-time tax on overseas profits: The president will call for a low, one-time tax on the $2.6 trillion of profits that were earned overseas by U.S. multinational corporations and were technically never brought back to the United States.

    Switch to a territorial tax system: Today, U.S. companies must pay tax on all their profits, regardless of where in the world those profits are earned.

    Trump now joins Republicans who want to switch to a territorial system for businesses. That would mean U.S. companies would only owe U.S. tax on what they earn in the United States.

    No border adjustment tax as proposed: Trump is not expected to back a controversial provision known as the border adjustment tax that was proposed by House Republicans.

    “We don’t think it works in its current form, and we will have discussions with [House tax writers] about revisions,” Mnuchin said Wednesday morning at an event held by The Hill.

    A border adjustment tax would fundamentally alter how imports and exports are taxed. Under the House plan, companies could no longer deduct the cost of their imported goods, and sales of their exports would no longer be subject to U.S. tax.

    Such a provision could raise more than $1 trillion over a decade, which the House GOP was counting on to help offset the cost of their proposed rate cuts.

    Trump has been a proponent of a selective import tax — and has suggested he might favor a “reciprocal” tax. But he has yet to explain what that means.

    Tax break for child care costs: An outline of the plan calls for tax relief for child care costs, but doesn’t give much detail.

    During the campaign, Trump called for two tax breaks to help ease families’ child care costs. One would let parents deduct the average cost of child care in their state, based on their child’s age.

    The other would give a tax break to anyone who sets aside up to $2,000 a year to cover costs associated with child care and elder care.

    The contributions would be tax deductible, then grow tax free.

    Tax and child care policy experts have said both breaks, as proposed, would disproportionately benefit wealthier families. And in the case of millions of low- and middle-income families, the breaks could raise their tax burden when combined with Trump’s other proposals to eliminate head of household status, repeal personal exemptions and raise the lowest income tax rate to 12% from 10% currently.

    Eliminate most deductions: Trump is now aligning himself with House Republicans, by calling for the elimination of all deductions except those for mortgage interest and charitable contributions.

    Originally he’d called for a cap on itemized deductions.

    Repeal a string of taxes: As he did during the election, Trump will call for the repeal of the Alternative Minimum Tax, the estate tax and the 3.8% Medicare surtax that applies to wages and investments above a certain level.

    Jan 1, 2017 – Section 179 is still affected by the “Protecting Americans from Tax Hikes Act of 2015” (PATH Act) that was signed into law on 12/18/2015. This bill expanded the Section 179 deduction limit to $500,000, where it will remain for all of 2017. For those interested, you may read the summary from the Ways and Means committee here.

    Section 179 Deduction: Until further notice, Section 179 will be permanent at the $500,000 level. Businesses exceeding a total of $2 million of purchases in qualifying equipment have the Section 179 deduction phase-out dollar-for-dollar and completely eliminated above $2.5 million. Additionally, the Section 179 cap will be indexed to inflation in $10,000 increments in future years. That means for taxable years beginning in 2017, the aggregate cost of any 179 property cannot exceed $510,000 and is reduced dollar-for-dollar if the cost of 179 property exceeds $2,030,000 (see RP 2016-55).

    50% Bonus Depreciation will be extended through 2019. Businesses of all sizes will be able to depreciate 50 percent of the cost of equipment acquired and put in service during 2015, 2016 and 2017. Then bonus depreciation will phase down to 40 percent in 2018 and 30 percent in 2019.

    Buying Local: How It Boosts the Economy

    “Buy Local” you see the decal in the store window, the sign at the farmer’s market, the bright, cheerful logos for Local First Arizona, Think Boise First, Our Milwaukee, and homegrown versions across the states. The apparent message is “let’s-support-local-business”, a kind of community boosterism. But buying close to home may be more than a feel-good, it’s-worth-paying-more-for-local matter. A number of researchers and organizations are taking a closer look at how money flows, and what they’re finding shows the profound economic impact of keeping money in town and how the fate of many communities around the nation and the world increasingly depend on it.

    At the most basic level, when you buy local more money stays in the community. The New Economics Foundation, an independent economic think tank based in London, compared what happens when people buy produce at a supermarket vs. a local farmer’s market or community supported agriculture (CSA) program and found that twice the money stayed in the community when folks bought locally. “That means those purchases are twice as efficient in terms of keeping the local economy alive,” says author and NEF researcher David Boyle. (See the top 10 food trends of 2008.)

    Indeed, says Boyle, many local economies are languishing not because too little cash comes in, but as a result of what happens to that money. “Money is like blood. It needs to keep moving around to keep the economy going,” he says, noting that when money is spent elsewhere at big supermarkets, non-locally owned utilities and other services such as on-line retailers “it flows out, like a wound.” By shopping at the corner store instead of the big box, consumers keep their communities from becoming what the NEF calls “ghost towns” (areas devoid of neighborhood shops and services) or “clone towns”, where Main Street now looks like every other Main Street with the same fast-food and retail chains.

    According to Susan Witt, Executive Director of the E.F. Schumacher Society, “buy local” campaigns serve another function: alerting a community about gaps in the local market. For instance, if consumers keep turning to on-line or big-box stores for a particular product say, socks this signals an opportunity for someone local to make and sell socks. This is the way product innovations get made, says Witt. “The local producer adds creative elements that make either the product or materials used more appropriate to the place.” For example, an area where sheep are raised might make lambs wool socks and other goods.

    The point is not that communities should suddenly seek to be self-sufficient in all ways, but rather, says Boyle, “to shift the balance. Can you produce more locally? Of course you can if the raw materials are there, and the raw materials are often human beings.”

    And what about that higher cost of local goods? After all, big-box stores got to be big because their prices are low. Susan Witt says that the difference falls away once you consider the increase in local employment as well as the relationships that grow when people buy from people they know. (Plus, one could argue, lower transportation, and therefore environmental, costs, and you know what you’re getting which as we’ve recently seen with suspected contamination in toys and other products from China, can be a concern.)

    There’s also the matter of local/regional resilience. Says Witt: “While now we’re largely a service-providing nation, we’re still just a generation away from being a nation of producers. The question is: what economic framework will help us reclaim those skills and that potential.” Say, for example, the exchange rates change or the price of oil rises (and it has started to creep up, if not at last summer’s pace) so that foreign-made goods are no longer cheap to import. We could find ourselves doubly stuck because domestic manufacturing is no longer set up to make all these products. While no community functions in isolation, supporting local trade helps “recreate the diversity of small businesses that are flexible and can adjust” to changing needs and market conditions, says Witt.     Another argument for buying local is that it enhances the “velocity” of money, or circulation speed, in the area. The idea is that if currency circulates more quickly, the money passes through more hands and more people have had the benefit of the money and what it has purchased for them. “If you’re buying local and not at a chain or branch store, chances are that store is not making a huge profit,” says David Morris, Vice President of the Institute for Local Self-Reliance, a nonprofit economic research and development organization based in Minneapolis and Washington, D.C. “That means more goes into input costs supplies and upkeep, printing, advertising, paying employees which puts that money right back in the community.”

    One way to really make sure money stays in the community is through creating a local currency. Christian Gelleri, a former Waldorf high school teacher in the Lake Chiem area in Germany, has launched a regional currency, the Chiemgauer, equivalent in value to the Euro. According to Gelleri, the Chiemgauer, accepted at more than 600 businesses in the region and with about $3,000,000 Euros worth in circulation, has three times the velocity of the Euro, circling through the economy an average of 18 times a year as opposed to 6. One reason for the fast turnaround is that the Chiemgauer is designed to encourage spending: there is a 2% demurrage fee for holding onto the bills beyond three months.

    As an economic principle, velocity has been considered a constant. According to Gelleri, it was stable in the 1950s, ’60s, and ’70s but starting in the ’80s velocity has decreased as more money has been diverted to the financial sector. This scenario may benefit financial centers, but money tends to drain away from other places. Gelleri says that both the Euro and the U.S. dollar have slowed way down. “In the last several months velocity has declined sharply because there’s less GDP and more money,” he says. “The money doesn’t flow. More money is being printed, but it’s not going into circulation.”

    As the nation limps through the recession, many towns and cities are hurting. “Buy-local” campaigns can help local economies withstand the downturn. Says Boyle: “For communities, this is a hopeful message in a recession because it’s not about how much money you’ve got, but how much you can keep circulating without letting it leak out.”
