NCA Design and Construction Service provides planning, design and construction project management, design and construction standards, environmental, energy, and historic preservation services and expertise to VA and NCA to deliver high quality and cost effective cemetery facilities that honor Veterans with final resting places and commemorate their service to our nation. Our Vision is to provide leadership, expertise, and advice in the development, acquisition, expansion and preservation of VA National Cemeteries to create national cemeteries as lasting memorials which invoke a sense of honor and dignity for our Nation’s veterans.

To meet our goal of ensuring quality planning, design and construction of VA national cemeteries, Design and Construction Service provides support to Central Office and Field activities including 135 national cemeteries and 33 soldiers’ lots and monuments sites:

  • Oversees and collaborates on cemetery design and construction for all phases and aspects of Minor ($10 million or less) construction and expansion projects in NCA. Authorizes release of funds and increases or adjusts funds based on project deliverables. Negotiates on behalf of VA/NCA in generating proposals regarding land planning, construction of new cemeteries, and the expansion and improvement of established national cemeteries.
  • Oversees strategic efforts for systematic expansion of national cemeteries and interment/inurnment space for eligible Veterans and family members.
  • Advises NCA senior executives on utilization of appropriate methods to resolve construction-related issues.
  • Serves as a technical resource in developing criteria on energy and water conservation, environmental compliance and mitigation and historic preservation. Develops design standards for national cemetery construction.
  • Forecasts planning efforts in land acquisition, fund allocation, construction estimates, project justification, design and construction activities, and environmental compliance. Manages and monitors projects related to the construction program for national cemeteries; issues delegation authorities for all Minor Construction.
  • Conducts studies and develops operational plans in anticipation of future expansion and construction needs of NCA. Supports NCA strategic planning processes by analyzing plans in order to accomplish construction management requirements.
  • Develops and evaluates annual Minor construction operating plans, and establishes and monitors milestones and monthly obligation budget target compliance. Supports the capital investment proposal process required for NCA construction as part of the annual VA planning and budget submissions.

Construction Programs

Construction projects to develop additional gravesites at national cemeteries, acquire land and make infrastructure improvements are critical to achieving the strategic goals and objectives of the National Cemetery Administration. These capital improvement projects are funded from VA s Major and Minor Construction appropriations.

Major Construction: New construction costing more than $10 million. Design is accomplished by Architect/Engineer (A/E) firms under contract. VA’s Office of Construction Facilities Management (CFM) is responsible for the planning, design, and construction of all major construction projects greater than $10 million. In addition, CFM acquires real property for use by VA elements through the purchase of land. Projects are “line items” in the VA budget, authorized and appropriated by Congress and can carry-over multiple fiscal years. Major construction projects are submitted for approval through VA s Strategic Capital Investment Planning Process.

Minor Construction: New construction and capital improvements costing $10 million or less. Projects involve new construction, and/or alteration, enhancement, or upgrading of an existing element of the cemetery. Design is accomplished under contract by Architect/Engineer firms. NCA’s Design and Construction Service manages these projects and working with NCA Contracting Service is responsible for execution of the NCA Minor Construction Operating Plan.

Maintenance and Repair

Maintenance and repair projects are funded with the Operations and Maintenance appropriation and managed by NCA Memorial Service Network (MSN) offices. They address deficiencies with any of the approximately 800 buildings and structures and over 18 thousand acres of land within 135 national cemeteries and 33 soldiers’ lots and monuments sites to maintain the appearance of national cemeteries as national shrines, dedicated to preserving our Nation’s history, nurturing patriotism and honoring the service and sacrifice Veterans have made. Projects include gravesite renovation, recurring maintenance and repair of roads, drives, parking lots, and walks; painting of buildings, fences and gates; repair of roofs, walls, and irrigation and electrical systems.

A newly built Patrick Chassis with all new components, along with a Samson body and new vinyl wrap was completed and shipped from Patrick’s shop August 25th to Clive Featherby of Queensland, Australia.

Not only did the container hold the new truck, but was full of new parts for Clive’s fleet of Monster Trucks.

Dan will be driving the Aussie Samson at the South Pacific World Finals 2, Monsters Tour of Destruction, November 14th at the Brisbane International Speedway.

Check out the Photo of the Two Samson’s – Will never be another picture of the two trucks together again. Shortly after this was taken, the truck on the right was loaded in the container headed to Australia.

First Patrick Chassis To Be Shipped To Finland!

The first Patrick Chassis to be shipped internationally left the PEI shop on March 25, 2009 for Alaharma, Finland. It arrived to its new owner, Vesa Kivimaki, on April 27, 2009. See pictures below of the work in progress, completed chassis and being loaded into the container to be shipped. Pictures to be added soon of the truck with it’s new body.

Patrick Enterprises, Inc. Goes International: Patrick Enterprises, Inc. is not only building Monster trucks and chassis’s in the US, but now are heading into the international market. A complete race ready truck is currently being built and will be shipped to a customer in Wales in the UK and a chassis is also under construction that will be going to another customer in Alaharma, Finland soon, along with other PEI componentsfor the chassis. Many of the chassis’s built for Live Nation have raced in Europe for quite awhile,but these are the first two new chassis to be directly shipped out of the US to new customers.New Samson Monster Truck Debuts:

Dan Patrick completed work on his brand new chassis just in time for the start of the 2008 season. This is first all-new version of Samson in many years, and Dan was very pleased withthe performance of the new truck in its debut at the Monster Nationals in Huntington, WV on January 12th, taking top qualifier and the win in its very first racing competition.

New Americrush Ride Truck Completed

Patrick Enterprises has completed work on a turn-key �Ride Truck� built for Scotty Ewusiak from Colliers, WV. The newly named ride truck Americrush was picked up at the Patrick Enterprises shop on Sept. 6th. The above pictures are of Dan test driving the truck before loading it on the trailer. The Electronic Red Light Safety Program (ERLSP) began operations on February 1, 2004 with the activation of a camera located at the intersection of Route 13 and Webbs Lane in Dover.

In 2001, Senate Bill 262 legislated that 20 individual locations across the state could be equipped with cameras for the video enforcement of red light running violations. The specific locations included six cameras in Dover, two in Newark, one each in Seaford and Elsmere, and 10 others in unincorporated areas of the state.

Section 98 of the Fiscal Year 2010 Bond Bill (Senate Bill 155) of the 145th General Assembly contains the authorizing language to continue DelDOT’s Electronic Red Light Safety Program on an open-ended basis. Ten new camera locations have been determined and are expected to be operational by summer 2010. They include one additional location in Kent County, seven in New Castle County, and two in Sussex County.

Under the program, the fine for a violation is $137.50 and is sent to the registered owner of the vehicle. Late charges can apply. Effective August 2015, the fines are as follows:

  • Violation $137.50
  • 30-days late: $147.50
  • 60 days late: $157.50
  • 90 days late: $167.50

Unlike traditional violations cited by a police officer, the camera violations are considered a civil offense not a criminal one. Because of this, the violation and fine will not impact a motorist’s insurance rate or accumulate points on their driving record.

Fabrication is the process used to manufacture steelwork components that will, when assembled and joined, form a complete frame. The frame generally uses readily available standard sections that are purchased from the steelmaker or steel stockholder, together with such items as protective coatings and bolts from other specialist suppliers.

Although a wide range of section shapes and sizes are produced, the designer may find that the required section size is not available. In this case, built-up girders may be fabricated from plate. Sections and plate girders may also be strengthened by stiffening the web or flanges depending upon the load to be carried.

Most modern steelwork fabrication factories have computer aided design and detailing (CAD) which is linked directly to factory floor computer numerically controlled (CNC) machinery creating a genuine CAD/CAM environment. The accuracy of the computer generated details being transmitted directly to the computer aided manufacturing (CAM) machinery increases the quality standards of production

The fact that machinery has taken over from the tape measure means that the frame is produced to high quality standards which are reflected in the speed and accuracy of steel erection on site. This results in significant benefits both to the client and main contractor.

There are a number of general “technical” factors to consider in terms of design for economic fabrication that apply to most building projects. Some relate to the complexity of the particular project, whilst others are specific to the type of project, e.g. multi-storey. portals. trusses.

[top ] Specification

Conformance with the National Structural Steelwork Specification for Building Construction (NSSS) will reduce uncertainty. Additional project specific clauses, more demanding tolerances, and additional testing will increase costs.

Structural steelwork prices are influenced by the size of each individual piece (i.e. number of pieces per tonne), which is largely dependent on bay size. Consider larger bay sizes, where the extra weight due to longer spans may be totally offset by the reduced price per tonne and the saving in number of columns and related workmanship. Also the resultant column-free space generally adds value to a project.

Structural steel frames must have the required degree of lateral resistance to wind loads. This can be provided by a stiff core or by the frame itself – diagonal steel bracing is usually a less expensive solution than moment frames.

[top ] Complexity

Modern CNC fabrication equipment can cope with complex individualistic designs but, in general, the more complex the fabrication the greater the cost. Fabrication is more economic with:

  • Single square end cuts
  • One hole diameter on any one piece avoids drill bit changes
  • Holes in flanges and webs aligned where possible
  • Web holes having adequate flange clearance
  • Rationalised range of fittings for connections
  • The use of a small range of standard bolts. e.g. M20 grade 8.8 for shear connections

Wherever possible, leave the choice of the connection detail to the steelwork contractor as the type and design of connections directly influences the total frame cost. Rationalise the range and tonnages of section sizes used.

Complex individualistic designs are going to cost more per tonne, even with modern CNC equipment. If you wish to keep costs down – keep it simple!

[top ] Materials

Avoid mixing steel grades where possible and rationalise the range of section sizes / tonnages used in order to minimise cost, lead times and factory handling. In general steel grade S355 offers greater economy unless stiffness / deflection governs the design, in which case S275 should be used.

Ensure that the most appropriate sections are specified for the particular application. “I” sections are usually most economical in conventional framing, while tubular sections are a possible alternative for columns and long span trusses. While tubular sections have a higher first cost than “I” sections, their lower overall gross weight required to perform the same function can largely offset this, often with an “aesthetic bonus”. Asymmetric beams are often used to reduce the construction depth of floor systems. Steel plate is used to fabricate connections. stiffeners and base plates and can be used to fabricate economic ‘I’ sections for longer spans.

Ensure that unnecessary finishing is not specified and that any applied corrosion resistant coating is appropriate for the environmental conditions to be encountered. Grinding of welds to improve the appearance of the steel is usually only required for exposed steel in close proximity to a building’s occupants.

[top ] Quality of engineering and documentation

Completeness and accuracy of information are vital for a steelwork contractor to be able to properly assess the work involved. Where the steelwork is pre-designed, ensure that all member sizes are shown and that the connection forces are shown or are available. Steel sections and plate. structural bolts. welding consumables, light gauge decking and corrosion protection and fire protection systems are all manufactured to European standards and in many cases are CE marked. In addition to these materials steel fabrication also needs fabrication equipment (e.g. cutting, sawing, drilling, welding machines etc.) and software (e.g. for computer controlled machinery).

Steel sections and plates are generally manufactured to BS EN 10025-2 [1] for open sections, BS EN 10210-1 [2] for hot-finished tubes. and BS EN 10219-1 [3] for cold-formed hollow sections. All sections are accompanied by Type 3.1, product specific CE Inspection documents.

Large orders can be supplied direct from the steel mills, but Steelwork Contractors normally obtain their steel sections and plates from a steel stockholder. Steel stockholders play a vital part in the steel construction supply chain, ensuring that the market is supplied with what it needs when it is needed. The industry has an extensive network of depots serving all parts of the country. The stockholders provide a range of products to the construction industry including heavy structural sections. plates. light sections. cladding materials, flats, angles. Total stocks held represent about 40 days supply. All BCSA stockholder members have quality management systems such as BS EN ISO 9001 [4] in place supplemented by individual identification systems to ensure full traceability from the steel manufacturer to the steelwork contractor. The specification and quality controls placed on stockholders by the BCSA ‘Model Specification for the Purchase of Steel Sections and Plates’ ensures the quality of steel sections and plate placed on the UK market by BCSA stockholders.

Although the majority of structural bolts are manufactured outside of the European community they are all CE marked and manufactured to European standards – BS EN 14399 [5] for preloaded bolts and BS EN 15048-1 [6] for non-preloaded bolts. The exacting quality control requirements placed on European manufacturers and distributors by the BCSA ‘Model Specification for the Purchase of Structural Bolting Assemblies and Holding Down Bolts’ ensures the quality of structural bolts placed on the UK market by BCSA bolt distributors.
