To the Blackford County Schools Community,

Welcome to the start of the 2017-2018 school year! I am honored to serve as the superintendent of Blackford County Schools. As the school year begins, I am thankful for the opportunity and appreciate the support and warm welcome I have received. I look forward to learning more about the great people, programs, and activities we have in place and am anxious to begin the new school year.

I appreciate the hard work I see throughout the district in preparation for students to arrive very soon. Maintenance and custodial crews have worked hard to get the buildings in great shape to greet students. Secretaries and support staff have worked hard throughout the summer to prepare for our first year of online registration. Teachers and administrators have engaged in professional development, worked on new lesson plans and curriculum, and are dedicated to making this a great school year for the students at BCS!

The mission statement of our district is: Educating Students, Changing the World. It is our desire to continue to develop an environment and experiences with students that will prepare and challenge them to go forward and have a tremendous impact. To accomplish this goal, it takes every facet of the community working together in order to support the students we serve.

The Associate in Arts (AA) and Associate in Science (AS) degree programs are designed to prepare students to transfer to four-year colleges and universities. Students are able to complete the course-work equivalent of the first two years of four-year bachelor’s degree programs and, when they graduate, to transfer to four-year institutions with junior status.

High School Academic Support

High School

Brunswick Community College works in partnership with the Brunswick County School System. The Main Campus in Supply is home to the Early College High School, a non-traditional school where students have the opportunity to graduate with both a high school diploma and an Associate in Art/Science in 4-5 years.

Academic Support

The Academic support Program offers courses that give students an opportunity to improve their skills in reading, writing, and mathematics, the skills critical to success in both technical and college transfer programs. For many students, developmental Reading, English and Mathematics courses can provide a bridge to a college education. These courses are designed to build knowledge and confidence for students who are entering college after years away from school or students who did not master the math and English skills needed to begin college level work in high school.

Professional Technical

Professional technical programs prepare students for entry-level jobs in paraprofessional fields. With experience, many technicians move into professional and managerial positions. Most professional technical programs are two years in duration and must contain a basic core of 15 semester hour credits (SHC) of general education courses. The core must include two communication courses and at least one course from each of the following areas: humanities/fine arts, social/behavioral sciences, and natural sciences/mathematics.

Small Grants
The budget for Small Capital Grants 2015/16 has now been fully allocated. Further opportunities will be available in 2016/2017.

Growth Fund Loans
Coventry and Warwickshire Re-Investment Trust are delivering the small loans to business programme. Loans of between £1000 to £50,000 are available. Please contact CWRT to learn more and apply for a loan.

Coventry and Warwickshire Local Enterprise Partnership Funding

The Coventry and Warwickshire Local Enterprise Partnership offers a comprehensive package of grants and loans to businesses. The CWLEP and WCC are also able to help you access other regional or national programmes.

Local businesses with investment proposals are invited to complete an expression of interest form. The CWLEP and its partners will then work with you to identify the best fit. This could be one of the CWLEP’s funds or it might be a programme delivered regionally or nationally. Regardless, you will be guided through the process and, if your proposal is suitable, you will be helped to complete an application form.

The Coventry and Warwickshire Business Support Programme offers two types of capital grants:

  • Large Capital Access to Finance Up to £50,000 for small and medium sized businesses operating in one of the CW-LEP priority sectors.

Grants are available at different intervention rates (up to 10%, 20% or 30%) depending on the size and location of the business. Grants can help with investments in buildings/ premises and machinery or equipment.

    The financial crisis, and subsequent slow recovery, has created a real estate market today that is different from any other. The supply of available real estate continues to grow, while demand remains relatively low, resulting in lingering downward pressure on real estate values. Banks are taking ownership of real estate by way of foreclosure and then offering to sell foreclosed properties at drastically reduced prices adding low priced supply to a market that already has too much supply and not enough demand.

    Many property owners continue to make loan payments on underwater mortgages without a careful analysis of their options. Homeowners are depleting all available savings, liquidating retirement accounts and investment accounts, delaying the payment of critical federal and state tax liabilities, selling assets, borrowing money from family and friends all in a valiant effort to remain current on their real estate loans. These decisions make a bad situation much worse. Too many borrowers are limiting their options by waiting too long to seek legal and financial advice concerning their real estate loans. Unrealistic expectations of an improved market next season or next year can result in poor financial decisions today.

    Banks and other lenders contributed to this crash by flooding the market with easy money during the years 2001 through 2007 followed by a drastic reduction in lending beginning in 2008. These same lenders and their loan servicers are now overwhelmed with defaulted and distressed borrowers and they are unable to respond with creative solutions. Many Judges disapprove of the actions and attitude of lenders directed at distressed borrowers and are doing whatever they reasonably can to help.

    Pennsylvania DUI Laws:

    75 Pa.C.S.A. Section 3802: (a) General Impairment (1) A person may not operate a motor vehicle after she or he has consumed a sufficient amount of alcohol that she or he is not capable of safely driving; (2) A person may be charged with this type of DUI if she or he has consumed a sufficient amount of alcohol that his or her BAC is between .08% and .10% within two (2) hours of operating a motor vehicle

    75 Pa.C.S.A. Section 3802: (b) High Rate of Alcohol A person may be charged with this type of DUI if she or he has consumed a sufficient amount of alcohol that his or her blood alcohol content is between .10% and .16% within two hours of operating a motor vehicle

    75 Pa.C.S.A. Section 3802: (c) Highest Rate of Alcohol A person may not be in control of a motor vehicle if his/her blood alcohol level is .16% or higher within two (2) hours of operating a motor vehicle

    75 Pa.C.S.A. Section 3802: (d) Controlled substances A person may not be in control of a motor vehicle if: (1) she or he tests positive for a Schedule I controlled substance (ii) she or he tests positive for a Schedule II or Schedule III controlled substance and she or he does not have a prescription or (iii) a blood test reveals a Schedule I or II metabolite is in his/her system

    75 Pa.C.S.A. Section 3802: (e) Minors A person under the age of 21 may not be in control of a motor vehicle after imbibing enough alcohol that his/her BAC is over .02%.

    Refusal of Breath, Blood or Urine Test If you refused to take a breath, blood or urine test after being arrested for DUI in Pennsylvania, your license will be suspended for a period of not less than 1 year and and you will get a mandatory 3 days in jail. If you refused to take a chemical test, the officer who arrested you will submit a form to PennDOT immediately after the arrest. After PennDOT receives the form, you only have 30 days to appeal the license suspension.

    Pennsylvania DUI Penalties

    In Pennsylvania, the penalty you receive for a DUI conviction depends on your blood alcohol content (BAC) and the number of prior DUIs you may have.

    Under the DUI law, there are three tiers for BAC:

    a) .08%-.099%
    b) .10% .159%
    c) .16% and higher
    * If you have refused to submit to a chemical test, you are automatically penalized at the .16% and higher level. *

    Types of Penalties for DUI

    1.) Regardless of your blood alcohol level, you must complete Alcohol Highway Safety. If you are at the .16% and higher level, you must complete Drug and Alcohol (D A) assessment and treatment.
    2.) For jail time, house arrest (electronic monitoring) and fines, the penalties are as follows:

    • First Offense (No Prior DUI Offenses Within The Last Ten Years):
      • BAC is .08% to .099%:
        • 6 month maximum probation and a $300.00 fine
        • No loss of license or jail time.
      • BAC is .10% to .159%:
        • No less than 48 hours or more than 6 months imprisonment and a $500.00 to $5,000.00 fine.
        • 12 month driver s license suspension (A Occupational Limited License (OLL) is possible)
      • BAC is .16% or higher or refusal to give a blood or breath sample:
        • No less than 72 hours or more than 6 months imprisonment and a $1,000.00 to $5,000.00 fine.
        • 12 month driver s license suspension (A Occupational Limited License (OLL) is possible)
    • Second Offense:
      • BAC is .08% to .099%:
        • No less than 5 days or more than 6 months imprisonment and a $300.00 to $2,500.00 fine.
        • 12 month driver s license suspension
        • Ignition Interlock for 12 months.
      • BAC is .10% to .159%:
        • No less than 30 days or more than 6 months imprisonment and a $750.00 to $5,000.00 fine.
        • 12 month driver s license suspension
        • Ignition Interlock for 12 months.
      • BAC is .16% or higher or a refusal to give a blood or breath sample:
        • No less than 90 days or more than 5 years imprisonment and a $ 1,500.00 to $10,000.00 fine.
        • 12 month driver s license suspension
        • Ignition Interlock for 12 months.
    • Third Offense:
      • BAC is .08% to .099%:
        • No less than 10 days or more than 2 years imprisonment and a $500.00 to $5,000.00 fine.

    *** For bathroom shower remodels and tile installations I like to mud float all of my shower walls using roofing paper to protect the studs from water damage, metal wire mesh for strength and reinforcement, and a sand, cement, and water mix for the actual wall float which is far stronger and more durable than hardiebacker or similar products. I use 1/8 inch grout joints to make for a cleaner looking job. I also can handle any fabrication and bullnosing of travertine, marble, granite, slate,quartzite, limestone tiles and slabs, and some porcelain.

    *** A good tile job is no accident. It takes good communication between the homeowner and tile installer.

    *** We also specialize in epoxy grout installation for industrial and commercial projects as well as for tile countertops and shower pans in the home.
    Epoxy grout is more stain resistant and alot stronger than regular sanded grouts which helps to reduce cracked grout in the shower and future water and mold damage.

    *** For our flagstone, saltillo pavers, terra cotta tile and slate tile refinishing and restoration ( stripping. cleaning. sealing and resealing ) we use enviromentally friendly and low VOC products which do not leave chemical odors in the home.
    We can also clean your grout and use an epoxy grout stain to give your grout a new consistent appearance. As well as staining saltilloo tile pavers.

    *** I also install cork underlayment for soundproofing condos, offices, and homes before the finish floor installation. As well as installing cork laminate flooring and conventional laminate flooring.
    Cork flooring is a good choice for clothes closets off of master bathrooms, offices, and small children’s rooms.

    Real Estate Taxes

    Real estate taxes become delinquent April 1st of each year. Delinquent taxes must be paid by cash, cashier’s check or money order. The amount due is determined by the the date the payment is received.

    Florida Statutes require the Tax Collector to advertise the delinquent parcels in a local newspaper once a week for three consecutive weeks. The advertised list of unpaid taxes is published in a local newspaper at the beginning of May, and can also be found online at bidlaketax.com. Advertising and collection fees are added to the delinquent taxpayer’s bill.

    Beginning on or before June 1st, the Tax Collector is required by law to hold a Tax Certificate Sale. The certificates represent liens on all unpaid real estate properties. The sale allows citizens to buy certificates by paying off the tax debt that is owed. The sale is conducted in reverse auction style with participants bidding downward in ¼% increments starting at 18%. The certificate is awarded to the lowest bidder.

    A tax certificate, when purchased, becomes an enforceable first lien against the real estate. The certificate holder is actually paying the taxes for a property owner in exchange for a competitive bid rate of return on his/her investment. In order to remove the lien, the property owner must pay the Tax Collector all delinquent taxes plus accrued interest, penalties and advertising fees. The Tax Collector then notifies the certificate holder of any certificates redeemed, and a refund check is issued to the certificate holder.

    A tax certificate is valid for seven years from the date of issuance. The holder may apply for a tax deed at any time after two years have elapsed since April 1st of the year of issuance of the tax certificate and before the cancellation of the certificate. If the property owner fails to pay the tax debt, the property tax deed is sold at public auction.

    Tangible Personal Property Tax

    Tangible Personal Property Taxes become delinquent April 1st of each year at which time a 1.5% fee per month is added to the bill. Within 45 days after the tangible personal property taxes become delinquent, the Tax Collector is required by law to advertise a list of delinquent taxpayers one time in a local newspaper. Advertising costs are added to the delinquent bill.

    Pursuant to Florida Statutes. Tax Warrants are issued prior to April 30th of the next year on all unpaid tangible personal property taxes. Within 30 days after the warrants are prepared, the Tax Collector applies to the Circuit Court for an order directing levy and seizure of the property for the amount of unpaid taxes and costs.

    Coventry and Warwickshire Local Enterprise Partnership Funding

    The Coventry and Warwickshire Local Enterprise Partnership offers a comprehensive package of grants and loans to businesses. The CWLEP and WCC are also able to help you access other regional or national programmes.

    Local businesses with investment proposals are invited to complete an expression of interest form. The CWLEP and its partners will then work with you to identify the best fit. This could be one of the CWLEP’s funds or it might be a programme delivered regionally or nationally.     Sheila Stewart was on her way to work when she was involved in a car accident, Chris Wegmann, the Regional VP and General Manager for Radio One, confirmed. (Published Thursday, Oct. 24, 2013)

    A local radio personality was killed in a car accident in Atlanta, Ga. Thursday morning.

    Sheila Stewart was on her way to work when she was involved in a car accident, Chris Wegmann, the Regional VP and General Manager for Radio One, confirmed.

    She was driving westbound on Interstate 20 when her Mercedes Benz came to a full stop for an unknown reason, according to DeKalb County police. She was struck from behind by a westbound box truck.

    Stewart was pronounced dead at an area hospital. No one else was injured.

    Just about everybody knows that over the past few years our economy has been in a significant downtrend. Expansive and sometimes very expensive homes were bought with very little money down and they have since lost a substantial portion of their former value. Home owners have lost their jobs, forced to accept lower compensation, and small business owners have seen their income slashed. It’s no wonder why so many of our neighbors are facing foreclosure.

    Before you decide what Foreclosure Defense strategy might work best for you, it is important that you have a basic understanding of New Jersey Foreclosure laws.

    New Jersey Mortgage and Foreclosure Law Primer

    • In New Jersey is a Lien Theory State in which the property acts as security for the loan. The document which is considered the lien is called the Mortgage
    • In order for the lender to begin foreclosure proceedings he must file with the Superior Court in what is known as a Judicial Foreclosure . Foreclosures are handled within the Superior Court by their Foreclosure Unit .
    • The filed Foreclosure Complaint must be accompanied with a Lis Pendens , which is documentation that proper public notice has been given on the property that is being foreclosed.
    • The length of time it takes to foreclose is dependent on the court’s schedule. New Jersey has one the longest waits. It normally takes about 250 days for an uncontested foreclosure. This can be further delayed if the home owner contests the action, files petitions for delays, or files for bankruptcy.
    • The Home owner has 35 days to file an answer to the Foreclosure Complaint. If this is not done the home owner will be considered in default.
    • Once a default is declared, the lender must wait another 45 days before the court’s final judgment is issued and a Writ of Execution is issued and sent to the local Sheriff’s office to start the foreclosure sale process.
    • The home owner in default must be given a minimum of 10 days notification before the foreclosure sale can occur.
    • The State of New Jersey has a Right of Redemption Statue which allows a foreclosed home owner to reclaim his property by paying the full amount of the unpaid loan plus costs. The law gives the party 10 days to redeem the home after the foreclosure sale.
    • New Jersey allows for a Deficiency Judgment which can be applied if the property is sold at public sale for less than the balance owed. This means the borrower is still held responsible for the difference. Fortunately New Jersey has the Fair Market Credit doctrine where, in such cases of low or minimal bids, gives due credit to the borrower, at the Fair Market Value value of the home.     Because it involves theft, injury, property damage and money, it is not a subject most of us like to spend much time thinking about. Auto insurance is, however, an important part of our lives, since it is required by law in most states. An educated consumer should handle their auto insurance with the greatest consideration and care.

    Choosing the right insurance carrier is the key to determining the quality of your experience. Making the right choice can be rather difficult if you don�t know the rules of the game. The following guide offers basic information and simple tips to help you better understand the process.

    Some Terms Recommendations

    Liability Insurance: Reimburses others for injury, damages, or losses caused by your driving or your car. There are two types of liability insurance: bodily injury liability and property damage liability. Let’s explore the difference.

    Bodily Injury Liability. Covers your obligations resulting from death or injury in an accident in which you were at fault. If you rear-end Jeff, a professional ball player, and he sprains his wrist, he will be out of the game. Bodily injury liability will provide compensation for his pain and suffering, lost earnings, and related expenses.

    Tri-State Recommendation. The minimum bodily injury limits in New York State are $25,000 per person and $50,000 per accident. If you are a homeowner with a reasonable well paying job, you should have bodily injury coverage of at least $100,000 per person, and $300,000 per accident. Buy less coverage if you have little income or few assets to protect.

    Property Damage Liability. Pays for damage to material goods. If you dent Jeff’s bumper, property damage liability will pay to have it repaired.

    Tri-State Recommendation. In many states, the legal minimum requirement is not enough ($10,000 in New York); buying $25,000 should cover you in most cases.

    Insurance companies have to set a limit on the amount of money they dish out in liability, otherwise they would go broke. Make sure to be aware of the limit on each type of insurance you purchase. The more the coverage you get, the more you pay up front.

    Collision Insurance. Pays for the replacement or repair of your car, regardless of who is at fault in the accident. If you broke a headlight in your accident with Jeff, collision insurance would pay to have it repaired or replaced.

    Tri-State Recommendation. Buy collision insurance if your car is worth more than $6,000.00. The bigger the deductible you carry, the cheaper the coverage. Collision coverage will pay you even if you are hit while parked or hit by an unknown car.

    Comprehensive Insurance. Covers all damage to your car that does not involve a collision. If Jeff, extremely upset about his sprained wrist, smashes your car�s windows and steals your stereo, comprehensive insurance will pay for repairs.

    Tri-State Recommendation. Same as collision insurance above.

    Medical Payments Coverage or Med Pay . Pays for physicians, hospital bills, funeral costs, and compensation for you and your passengers.

    Tri-State Recommendation. If you have a good medical insurance policy, you are probably already covered. However, if you do not have health insurance you may want to buy Med Pay to cover what your health insurance won�t.

    Personal Injury Protection (PIP). Is a broader form of Med Pay. It pays for medical bills and related losses, which you, and other passengers in your car, may have suffered when you rear-ended Jeff (regardless of fault). It would also pay these expenses for an injured pedestrian.

    Tri-State Recommendation. The standard PIP coverage in New York is $50,000, which is usually adequate. If you feel that additional coverage is needed, you may purchase APIP or OBEL coverage, which can increase your PIP.

    Uninsured and Underinsured Motorist Coverage (UM/SUM). Pays you, and members of your household, for losses in an accident with a hit-and-run driver or by a driver who lacks insurance coverage (or a driver who does not have enough insurance). The coverage is mandatory in many states, including New York.

    Tri-State Recommendation. The minimum New York limits are $25,000 per person and $50,000 per accident. You can choose to purchase higher UM/SUM coverage limits (up to your bodily injury limits). This coverage is necessary, especially in well-populated areas where many people drive uninsured.

    The Superior Court has jurisdiction over misdemeanor and felony criminal charges. Misdemeanors are offenses generally punishable by a fine and/or acounty jail term, and felonies are generally punishable by imprisonment in the state prison and/or fines. The court conducts arraignments where accused individuals are informed of the specific charges against them and are advised of their rights. The court holds preliminary hearings on felony charges to determine if there is sufficient evidence to require a defendant to stand trial.

    things you should bring to court

    • Identification which could include a valid driver’s license, social security card, picture identification, etc.
    • Copy of citation, if applicable
    • Appearance letter, if applicable
    • Any receipts regarding the case, such as bond receipts, cash bail receipts, etc.
    • Jail release papers, if applicable
    • Any documents which prove that you have complied with the judicial orders and/or sentencing
    • Cash, personal check, or postal money order to pay for fines and fees
    • Do not use any nickname or alias. Instead, use the same spelling of your name as it appears on documents related to the case. Make sure that the spelling of your name on those documents is correct. If the spelling of your name is incorrect, advise the court.

    WARNING: If you fail to appear in court as promised, a bench warrant may be issued which may result in your being arrested and/or punished by JAIL AND/OR A FINE.

    what occurs in a misdemeanor case?

    Misdemeanors are primarily offenses with a maximum punishment of a $1,000 fine and a county jail term of one year or less. However, there are some offenses which can carry a higher maximum fine.

    an arrest is made:

    Police take the defendant to jail, or defendant is released on a signed citation. If the defendant is arrested and given a date to appear in court, three things could happen:

    1. The defendant is released and no charges are filed; or
    2. The defendant posts bail or is released on his own recognizance and is scheduled for arraignment; or
    3. The defendant remains in custody of the Sheriff /law enforcement agency and is brought to court for arraignment.

    arraignment and plea: defendant is brought to court:

    1. Defendant is informed of charges.
    2. Defendant is informed of his/her constitutional rights.
    3. An attorney is retained by the defendant. If the defendant wishes to have an attorney but cannot afford one of his/her choice, the court may appoint one.
    4. The defendant may either be released on his/her own recognizance or remain in custody if they are unable to post bail. If the defendant is released on their own recognizance, they are bound by promise to appear in court.
    5. Defendant enters a plea of either guilty, not guilty, or no contest:
    • Not Guilty: The defendant states that he/she did not commit the crime. The case is set for a future hearing.
    • Guilty: The defendant admits that he/she committed the crime.
    • No Contest: The defendant will not contest the charge. This has the same effect as a guilty plea except that the conviction, in certain cases, may not be used against the defendant in a civil suit. If the defendant pleads guilty or no contest, the case may be resolved at the time of arraignment. This will include any fines/fees and/or court-ordered programs imposed by the judge.

    pre-trial proceedings after a not guilty plea:

    • Discovery is exchanged between the prosecution and the defense attorneys. This includes police reports, blood test results, photographs, etc.
    • Motions may be filed to set aside the complaint, to dismiss the case, or to suppress evidence, etc.
    • Defendant may change his/her plea to guilty or no contest.
    • A hearing will be held to attempt to settle the case without going to trial.
    • Case doesn’t settle and proceeds to trial. (See: What Occurs at Trial, below.)

    what occurs in a felony case?

    arrest:

    • Police take defendant to jail/defendant remains in custody/defendant taken to court for arraignment.
    • If no charges are filed, the defendant is released.
    • Upon posting of bail, or if the defendant is released on his/her own recognizance (which means the defendant is bound by a promise to appear in court), an arraignment date is scheduled.

    arraignment on complaint:

    • Defendant is either brought to court or, if he/she is not in custody, he/she appears in court.
    • Defendant is either represented by their own attorney,or, if the defendant cannot afford to hire an attorney, an attorney will be appointed.
    • Defendant is advised of his/her constitutional rights.
    • Bail is set; or
    • Defendant is released on his/her own recognizance.

    preliminary hearing:

    • Witnesses testify and evidence is presented.
    • If the judicial officer finds insufficient evidence, the defendant is released.
    • If the judicial officer finds sufficient evidence, the defendant is held to answer in the criminal trial department.

    arraignment on information:

    • Defendant is either brought to court or, if he/she is not in custody, he/she appears in court.
    • Defendant is either represented by their own attorney,or, if the defendant cannot afford to hire an attorney, an attorney will be appointed.
    • Defendant is advised of his/her constitutional rights.
    • Bail is set or,
    • Defendant is released on his/her own recognizance.
    • Pre-trial and trial dates are set.

    • Judge decides whether the defendant is guilty or not guilty.
    • If not guilty, the defendant is released and cannot be tried again for the same crime.
    • If guilty, the defendant is sentenced to jail, probation, or other conditions.
    • Appeal: The defendant can appeal.
    • If the defendant disagrees with the judge’s decision, he/she can appeal to the Appellate Department of the Superior Court

    felony jury trial:

    • Jury is selected.
    • Witnesses testify and evidence is presented.
    • Jury decides if the defendant is guilty or not guilty.
    • If not guilty, the defendant is released and cannot be tried again for the same crime.
    • If guilty, the Probation Department prepares a pre-sentence report, and the defendant is sentenced to prison, felony probation, and/or other conditions.
    • Appeal: If the defendant disagrees with the decision, he/she can appeal to the District Court of Appeal.
