Here, Peter Fleming takes a look at a range of options for funding your business through grants this year.

There are many European and UK-wide government business grant schemes; there are also local business funding schemes provided through Local Enterprise Partnerships (LEPs) or through local authorities and organisations such as the Chambers of Commerce. However there were 512 registered schemes at the last count! So a good place to start your research is on the government website.

Business grants are available at a local and national level and usually sector specific. They offer between £1,000 and £100,000 for SMEs, but funds can be unlimited for larger businesses within EU state aid programmes.

With grants you don’t pay the money back. However, it’s worth noting there will be clawback terms if you falsify claims in respect to expected outputs set by the grant scheme. Therefore, ensure your application is captivating and thorough as it will go through a due diligence process.

Normally there are two stages, submitting an Expression of Interest (EOI) to ensure your business and grant application meets the scope of the grant call and then a full application process whereby you will need to supply, market research, a business plan and at least 1-3 years of financial forecasts.

Throughout the process, you will need to justify there is additionality i.e. not just the reason why you need funding, but by obtaining a grant, how many new jobs you will create, if you’re opening up new markets or export opportunities or that your idea could be a game changer.

It is always worth getting a second opinion regarding the feasibility and strength of your application against the grant objectives and any regional strategic economic plan. Therefore speak to your accountant, a local business adviser or the Growth Hub.

The larger grant opportunities can be competitive and therefore be a long-drawn-out process, taking several months in some cases to receive just an offer. So if you are looking for subsidies and money quickly a grant may not be the right solution for your business.

It is also worth noting if your application is successful, grant moneys are not paid upfront but claimed normally at the back end of the project or even after any intervention is completed.

Therefore you will need to use your own cash reserves and any other funding prior to drawing down the grant money. I have even known businesses take out bridging loans till they have received their grant funds.

Some key areas of your business whereby you could access business advice or a grant;

Business advice and support, whether you are pre-start, a new start or an established business, there are regional Business Growth Hubs across the UK whereby you can obtain free or funded advice. You can normally obtain specialist support to devise a business growth strategy, do market research to create a sales and marketing plan, implement social media management or even get advice on how to apply for further funding.

Note each UK region may have a focus on specific business sectors, business sizes and locations, as eligibility can be even post code specific.

Skills and development government grants

The Skills Funding Agency oversees the current apprenticeship scheme, however on May 1st 2017 the new Apprenticeship Levy scheme starts whereby your business could access subsidised training and development to upskill existing employees to even Master’s degree level.

Many regional Universities, Colleges and further education organisations will be offering a multitude of subsidised short courses or funded degree level programmes which will help you develop your existing staff to be the managers and directors of the future.

If your business is within a rural development area and looking to grow, invest in infrastructure, machinery or seek specialist advice to diversify. Or if your business is involved with forestry and land projects the government have a scheme called LEADER managed through Local Action Groups.

The Carbon Trust Green Business Fund is a new energy efficiency support service for small and medium-sized companies in England, Scotland and Wales.

It provides direct funded support through energy assessments, training workshops, equipment procurement support and up to £10,000 capital contribution towards the purchase of energy saving equipment.

Manufacturing is an area which is increasingly supported through grant schemes. Therefore if you manufacture textiles, specialist tooling, operate in the digital market, within the nuclear supply chain or need support for international trade, or manufacture in many other sectors, there is likely to be a grant scheme that your business can access.

Innovation, Research and Development

Innovate UK, offers support and funding to help businesses develop new products and services and bring them closer to market, this may be to bring people together to share ideas, tackle challenges and make new technological advances.

They targets technologies and areas with the greatest scope to improve business, the economy and society.

Local Enterprise Partnership

For anyone looking for grants at the moment, the go-to people will be their Local Enterprise Partnership (LEP). One of the main functions of the LEPS is to generate economic growth and so many have their own grants programmes.

In addition, most provide some form of business support and advice. As part of the business advice service they collate information on local and national grants and will signpost business owners to the relevant organisations.

Another great source of information is the government ‘Business is Great’ website which has a page dedicated to a number of funds to support innovation.

There is also is an EU tool which does a better job than anything I’ve seen of clarifying what finance is available across the EU including although is does require some persistence in searching to get to the information.

Government Grants: What Are They and How Do I Qualify?

Government grants are monetary allotments from the US Government awarded to certain individuals who formally apply and are deemed eligible. These grants are given at the local, state, and federal levels of government. Government grants can be sought after and used for a variety of purposes such as to pay off debt, start a business, pay college tuition, etc. If you could use some extra cash for a legitimate reason that would inevitably increase the quality of your life in some manner, you may want to consider applying for a government grant.

An income that is below the national average, a divorced marital status, a single parent with multiple dependents, a cancer survivor, a victim of abuse, lots of debt; these are examples of characteristics that can increase your chances of being a government grant recipient. Your eligibility, however, does not have to be based solely on seemingly unfortunate life circumstances. Things like aspiring to be the first member of your family to graduate from college, being a minority, being a female, or simply desiring to get your business idea off the ground are just some of the additional things that can increase the probability of receiving a grant.

    Government business loans

    The federal government provides financial help in certain circumstances, but finding out about those programs – and taking advantage of them – can be difficult.

    In some cases, the government does not lend money directly. Instead, loans are offered by lenders (like banks and finance companies) and backed by the U.S. government: the government promises to repay if you, the borrower, fail to do so. That guarantee reduces risk for lenders and makes them more willing to lend at attractive rates, and they’re also more willing to lend in situations when you might not otherwise qualify for a loan.

    There are several types of loans available, and new programs occasionally come up in response to events such as environmental disasters and other crises. The most common loan types are:

    • Student loans
    • Housing loans, including disaster and home improvement loans
    • Business loans, including farms and ranches

    Education Loans

    If you need help paying for school, federal student loans (under the Direct Loan program) are probably your best option. They are easy to qualify for, they have competitive rates, and they offer flexibility when you’re getting on your feet (and when you hit the occasional speed bump in life). For example, during periods of unemployment, you might be able to skip your loan payments temporarily. You can also reduce your required loan payment to make it affordable (given your income level).

    Common loan programs include:

    • Perkins Loans – the first choice for students, although you might not qualify
    • Stafford Loans – easy to qualify for. Interest may be subsidized.
    • PLUS Loans – parents can borrow large amounts – but that means parents will have to repay

    When borrowing for education, it almost always makes the most sense to borrow as much as you can from government programs before you turn to private lenders.

    Private lenders might also offer borrower-friendly features, but they re far less generous than government loans. They often have variable rates, and they’re harder to qualify for (you’ll need good credit or a cosigner).

    Government Loans for Housing

    The federal government encourages home ownership. There is certainly some debate on this subject, but the justification is that homeowners have an opportunity to build equity in their homes and improve their standard of living. They are involved in the community, they care about their properties, and they enjoy the sense of control over their living environment.

    First-time homebuyer programs help people get into home ownership. These may be offered through federal or local government programs, and some nonprofit organizations. Features typically include down payment assistance or low interest rates. However, these programs aren’t a free-for-all. Borrowers are typically restricted to certain income brackets, and there might be limits on how much you can profit from an increase in your home’s value.     FHA loans are among the most popular options for borrowers who want to make a small down payment.

    You can put down as little as 3.5%, and it’s easier to use gifts and concessions to cover closing costs. However, you’ll have to pay an extra insurance premium, and over extended periods of time that might not work out in your favor. Read more about how FHA loans work.

    Refinancing programs: the mortgage crisis is behind us, but some have still not recovered. Other, local factors can also bring down a home’s value. If you’re unable to refinance (because you’re underwater, for example), there are still several mortgage help programs available.

    Other programs: several other less-popular loan programs are backed by the government or government agencies. For example, VA loans are available to servicemembers and veterans, and USDA loans offer up to 100% financing for certain borrowers in rural areas.

    Home improvement and repair: if you own a home in need of repair (or you’re buying one), the government is willing to help make your house and neighborhood a clean, safe, well-lit place. FHA 203(k) loans provide funding for the purchase or rehabilitation of a home. After a disaster, the U.S. Small Business Administration (SBA) provides funding for repairs to your primary residence and replace certain belongings. Even though it’s an SBA loan, you do not have to own a business.

    In addition to backing loans, the government offers programs that can help you reduce the amount you borrow. Public servants such as law enforcement officers, teachers, firefighters, and EMTs can also benefit from the Good Neighbor Next Door program.

    Green projects: local governments may also provide programs that help with energy-efficiency upgrades. PACE programs provide money for projects like solar installations, sustainable landscaping, and more.

    Business Loans

    A rising tide floats all boats: small businesses create jobs for people in the community, and they create tax revenue for local and federal governments If you need help starting or growing your venture, shop government loan programs first. SBA loans should be your first choice, and they’re available at many local banks and credit unions.

    Although the government helps by guaranteeing loans, you’ll also need to put skin in the game. Be prepared to make a personal guarantee on most business loans you apply for.

    The SBA 7(a) small business loan is the most popular loan program, providing up to $2 million. Other loans are available for smaller enterprises. In particular, the SBA promotes microloan programs to help small businesses and nonprofits expand.

    Personal Loans

    The federal government does not offer (or guarantee) personal unsecured loans. Loan programs tend to serve a specific purpose like funding your education, starting and growing a business, or promoting safe and well-maintained housing. It’s harder to influence how money gets spent with a personal loan, so policies are less likely to encourage that type of debt. Your best options for a personal loan are:

    Because there is no government guarantee on that debt, you may have a harder time getting approved: you’ll need decent credit and sufficient income to qualify for the loan. If you have trouble getting approved, you might have to pledge collateral or ask somebody to cosign for the loan with you.

    Regional Growth Fund (RGF)

    Businesses looking for funding of less than £1 million, can apply for support through Regional Growth Fund programmes. These are schemes run by national or local organisations that have been awarded RGF cash to offer grants and/or loans to eligible businesses.

    This government-funded initiative provides loans, mentoring and support for start-ups or very small, early-stage businesses with potentially viable propositions but who are unable to attract investment from high-street banks.

    To be eligible, businesses must be yet to launch or have been trading for less than 12 months. The scheme provides free business planning to ensure applicants are in the best possible position to receive funding.     Government grants

    Small businesses grants are available from the UK government, the Scottish Parliament, the Welsh Assembly and the Northern Ireland Assembly. Each grant provider has its own application process and criteria for applying.

    The recovering economic environment has meant that small businesses have had to be more creative when looking for loans.

    However, companies with sound business strategies still can borrow. Options include loans from traditional banks and institutions affiliated with the Small Business Administration, as well as financing from Internet-based lenders.

    “For creditworthy, high-scoring small businesses, there is money available,” says George Cloutier, CEO of American Management Services, a consultant to small businesses.

    Bank loans

    The best place to get a small-business loan is still a bank, says Cloutier. Banks typically offer the lowest interest rates and many have established reputations as trustworthy lenders.

    “Many small businesses try three or four banks and then stop looking,” Cloutier says. A more persistent approach has better odds of success.

    “Take out the phone book, target 10 banks and work through that list,” he says.

    That strategy worked for Michael McKean. He is founder of The Knowland Group, a company that helps hotels fill up their meeting space.

    A few years ago, as the success of The Knowland Group grew, McKean began searching for a bank that would give the growing company expanded access to credit.

    “We talked to every bank in our area, at least a dozen,” McKean says. “Many came back with proposals, but the terms were very onerous. Or sometimes they shifted terms.”

    Finally, M T Bank came through.

    “They just wanted to get our business,” McKean says.

    McKean says his company did not approach M T any differently than it had approached the other banks. It was just a matter of being persistent until the right deal came along, he says.

    “We did everything right, approaching the right person at each bank,” he says. “We’re a profitable business. I think it was just the … credit crunch that prevented us from getting a loan.”

    Cloutier says the key to success with banks is to show past profitability, and to describe a well thought-out plan for future profits.

    “If you aren’t making a profit now, you must be able to tell the bank how you will change that in the short term, or you really won’t be able to get a loan,” he says.

    He also recommends that businesses start small in their loan requests.

    “If you need money for four trucks, ask for two,” Cloutier says. “The bigger the loan request, the harder it is to get it approved.”

    SBA loans

    Another way to find a bank loan is through the Small Business Administration, or SBA. The SBA can direct you to banks that offer loans guaranteed by the agency. This way, you’ll have the advantage of approaching banks specifically interested in lending to small businesses.

    Interested businesses should contact the SBA office nearest to them, which can be found on the agency’s website. Jeanne Hulit, the SBA’s acting administrator, urges businesses to seek a bank that is an experienced SBA lender.

    Banks granting SBA loans place increased emphasis on business plans, cash flow and profit forecasts in deciding whether to lend, she says. The SBA also can refer businesses to free counseling centers to improve their performance.

    Online opportunities

    Another source for loans is the Internet. There are several sites where businesses can seek alternative lenders, such as individuals and small companies.

    Interest rates are generally a little higher than what a bank will charge, but it’s much less than what you’ll have to pay on many credit cards.

    Look around at different sites, some may charge a one-time fee to list your business, while others are free to list but might have fees reflected in loan rates.

    If you’re going to list your company on one of these sites, describe your business in clear and concise language.

    Lastly, make sure to investigate the company you are looking to post your business on. These kinds of companies were successful in 2008 and during the recession, but times have changed. Many have since gone out of business. Before paying for anything, make sure the company is legit.

    Here, Peter Fleming takes a look at a range of options for funding your business through grants this year.

    There are many European and UK-wide government business grant schemes; there are also local business funding schemes provided through Local Enterprise Partnerships (LEPs) or through local authorities and organisations such as the Chambers of Commerce. However there were 512 registered schemes at the last count! So a good place to start your research is on the government website.

    Business grants are available at a local and national level and usually sector specific. They offer between £1,000 and £100,000 for SMEs, but funds can be unlimited for larger businesses within EU state aid programmes.

    With grants you don’t pay the money back. However, it’s worth noting there will be clawback terms if you falsify claims in respect to expected outputs set by the grant scheme. Therefore, ensure your application is captivating and thorough as it will go through a due diligence process.

    Normally there are two stages, submitting an Expression of Interest (EOI) to ensure your business and grant application meets the scope of the grant call and then a full application process whereby you will need to supply, market research, a business plan and at least 1-3 years of financial forecasts.

    Throughout the process, you will need to justify there is additionality i.e. not just the reason why you need funding, but by obtaining a grant, how many new jobs you will create, if you’re opening up new markets or export opportunities or that your idea could be a game changer.

    It is always worth getting a second opinion regarding the feasibility and strength of your application against the grant objectives and any regional strategic economic plan. Therefore speak to your accountant, a local business adviser or the Growth Hub.

    The larger grant opportunities can be competitive and therefore be a long-drawn-out process, taking several months in some cases to receive just an offer. So if you are looking for subsidies and money quickly a grant may not be the right solution for your business.

    It is also worth noting if your application is successful, grant moneys are not paid upfront but claimed normally at the back end of the project or even after any intervention is completed.

    Therefore you will need to use your own cash reserves and any other funding prior to drawing down the grant money. I have even known businesses take out bridging loans till they have received their grant funds.

    Some key areas of your business whereby you could access business advice or a grant;

    Business advice and support, whether you are pre-start, a new start or an established business, there are regional Business Growth Hubs across the UK whereby you can obtain free or funded advice. You can normally obtain specialist support to devise a business growth strategy, do market research to create a sales and marketing plan, implement social media management or even get advice on how to apply for further funding.

    Note each UK region may have a focus on specific business sectors, business sizes and locations, as eligibility can be even post code specific.

    • The business needs to be majority black-owned
    • It needs to have a significant representation of black managers (if applicable)
    • Minimum and maximum turnovers vary from grant to grant
    • The business must have a minimum of one year in trading
    • The business must be a registered entity with a tax clearance certificate, Vat number, etc.
    • The business must comply with all regulations such as CIPRO, SARS etc.
    • All owners and major shareholders need a clear credit history.

    4. What kinds of government loans are available to homebuyers?

    Several federal, state, and local government financing programs are available to homebuyers. The two main federal programs are:

    FHA loans. The Federal Housing Administration (FHA), an agency of the Department of Housing and Urban Development (HUD), offers insurance backing to loans made to U.S. citizens, permanent residents, and noncitizens with work permits who meet financial qualification rules. Under its most popular program, if the buyer defaults and the lender forecloses, the FHA pays 100% of the amount insured. This loan insurance lets qualified people buy affordable houses. The major attraction of an FHA-insured loan is that people with passable credit scores can put down as little as 3.5%. Another plus is that, unlike with conventional loans, FHA-backed loans allow the entire down payment and costs costs to come from a gift (perhaps from family). The downside is that FHA loans have a maximum loan limit that varies depending on the average cost of housing in a given region.     VA loans. U.S. Department of Veterans Affairs (VA) loans are available to men and women who are now in the military and to veterans with honorable discharges who meet specific eligibility rules relating to length of service, credit history, and recent employment, as well as eligible surviving spouses. The VA doesn’t make mortgage loans, but guarantees part of the house loan you get from a bank, savings and loan, or other private lender. If you default, the VA pays the lender the amount guaranteed and you, in turn, will owe the VA. This guarantee makes it easier for veterans to get favorable loan terms with low or no down payment and no PMI (private mortgage insurance). (Conventional mortgages have PMI and FHA loans have MIP.) They often have programs available for first-time homebuyers who are purchasing modestly priced properties.     “Because you pay your income taxes on time, you have been awarded a free $12,500 government grant! To get your grant, simply give us your checking account information, and we will direct-deposit the grant into your bank account!”

    Sometimes, it’s an ad that claims you will qualify to receive a “free grant” to pay for education costs, home repairs, home business expenses, or unpaid bills. Other times, it’s a phone call supposedly from a “government” agency or some other organization with an official sounding name. In either case, the claim is the same: your application for a grant is guaranteed to be accepted, and you’ll never have to pay the money back.

    But the Federal Trade Commission (FTC), the nation’s consumer protection agency, says that “money for nothing” grant offers usually are scams, whether you see them in your local paper or a national magazine, or hear about them on the phone.

    Some scam artists advertise “free grants” in the classifieds, inviting readers to call a toll-free number for more information. Others are more bold: they call you out of the blue. They lie about where they’re calling from, or they claim legitimacy using an official-sounding name like the “Federal Grants Administration.” They may ask you some basic questions to determine if you “qualify” to receive a grant. FTC attorneys say calls and come-ons for free money invariably are rip offs.

    Grant scammers generally follow a script: they congratulate you on your eligibility, then ask for your checking account information so they can “deposit your grant directly into your account,” or cover a one-time “processing fee.” The caller may even reassure you that you can get a refund if you’re not satisfied. In fact, you’ll never see the grant they promise; they will disappear with your money.

    The FTC says following a few basic rules can keep consumers from losing money to these “government grant” scams:

    • Don’t give out your bank account information to anyone you don’t know. Scammers pressure people to divulge their bank account information so that they can steal the money in the account. Always keep your bank account information confidential. Don’t share it unless you are familiar with the company and know why the information is necessary.
    • Don’t pay any money for a “free” government grant. If you have to pay money to claim a “free” government grant, it isn’t really free. A real government agency won’t ask you to pay a processing fee for a grant that you have already been awarded — or to pay for a list of grant-making institutions. The names of agencies and foundations that award grants are available for free at any public library or on the Internet. The only official access point for all federal grant-making agencies is www.grants.gov .
    • Look-alikes aren’t the real thing. Just because the caller says he’s from the “Federal Grants Administration” doesn’t mean that he is. There is no such government agency. Take a moment to check the blue pages in your telephone directory to bear out your hunch — or not.
    • Phone numbers can deceive. Some con artists use Internet technology to disguise their area code in caller ID systems. Although it may look like they’re calling from Washington, DC, they could be calling from anywhere in the world.
    • Take control of the calls you receive. If you want to reduce the number of telemarketing calls you receive, place your telephone number on the National Do Not Call Registry. To register online, visit donotcall.gov. To register by phone, call 1-888-382-1222 (TTY: 1-866-290-4236) from the phone number you wish to register.
    • File a complaint with the FTC. If you think you may have been a victim of a government grant scam, file a complaint with the FTC online. or call toll-free, 1-877-FTC-HELP (1-877-382-4357); TTY: 1-866-653-4261. The FTC enters Internet, telemarketing, identity theft, and other fraud-related complaints into Consumer Sentinel, a secure online database available to hundreds of civil and criminal law enforcement agencies in the U.S. and abroad.

    What is a ‘Government Grant’

    A government grant is a financial award given by the federal, state or local government to an eligible grantee. Government grants are not expected to be repaid and do not include technical assistance or other financial assistance, such as a loan or loan guarantee, an interest rate subsidy. direct appropriation. or revenue sharing. Over 26 federal agencies administer more than 1,000 grant programs annually to provide funding for the arts, educational institutions, agricultural projects and more.

    BREAKING DOWN ‘Government Grant’

    Government grants help fund ideas and projects providing public services and stimulating the economy. Grants support critical recovery initiatives, innovative research and other programs listed in the Catalog of Federal Domestic Assistance (CFDA).

    Because government grants are funded by tax dollars, they require stringent compliance and reporting measures for ensuring the money is well-spent. Grants from the federal government are authorized and appropriated through bills passed by Congress and signed by the president. Grant authority varies among agencies. For example, the Small Business Administration (SBA) may distribute grants to nonprofit organizations in many of its counseling and training programs.

    Grants.gov is a free online source for researching and applying for over 1,000 federal grant programs with access to approximately $500 billion in awards annually. A grant proposal writer may register by completing a standard business profile on behalf of an individual, a nonprofit organization, a research institution or a similar entity. The writer also submits an authorized organization representative (AOR) application, supplies an e-business point of contact (POC) and completes a detailed application. The writer then has access to finding federal grant opportunities, applying for and tracking grants, and receiving grant email alerts, webinar schedules and tips from grantors.

    Applying for a Government Grant

    Government grants are extremely competitive. The paperwork is complex, and applicants must describe how being awarded money will benefit the community. Crafting a convincing proposal is so challenging that some freelance writers specialize in writing grant proposals.

    Being Awarded a Government Grant

    Receiving a government grant is a sign an individual or nonprofit organization has a significant, positive impact on the community. Other grantors view this as a sign they should provide grants for the project as well. When a nonprofit organization receives a government grant, the government is more likely to listen to views of the people involved with the organization and potentially help those people network with others in the same field or help with related issues.
