ABOUT THE OHIO SBDC NETWORK

The Ohio Small Business Development Centers Network is the premier technical assistance program for Ohio s small businesses. The network is provided through a partnership between the Ohio Development Services Agency, the U.S. Small Business Administration and selected Ohio chambers of commerce, colleges and universities, and economic development agencies. Today, these federal, state, and local partnerships contribute more than $10 million in cash and resources to the support of small business development in Ohio.

Small Business Development Centers (SBDC)

There are 28 funded SBDCs throughout Ohio staffed by highly trained, Certified Business Advisors . Centers provide no-cost, confidential, in-depth, one-on-one counseling for businesses that will or currently employ under 500 employees. Additional services include training, e-counseling, quality-based assessments, technical assistance, loan packaging guidance, and information on federal, state, and local regulations and programs.

Export Assistance is provided at selected SBDC locations to serve as the first point of contact for new-to-export businesses, as well as those expanding into new areas. Services include export readiness assessment,international marketing plans, market research, export compliance education, and access to export financing.

Manufacturing A ssistance serve as the initial point of contact for information,resources, referrals, and counseling for small manufacturing businesses. Centers also offer commercialization assistance to technology-based small businesses.

Funded in part through a cooperative agreement with the U.S. Small Business Administration. The Ohio SBDC program is also funded in part by the Ohio Development Services Agency. Business First Grant (BFG)

Business Recruitment Initiative for Over-the-Rhine

The mission of the Business First Grant Program (BFG) is to benefit the city by strengthening the local economy, increasing business and employment opportunities, and animating the sidewalks of OTR.


To be eligible for a grant, the incoming business must:

  • Be new to Over-the-Rhine. New businesses and businesses previously established in other locations are permitted to apply. It is preferred that established businesses are currently located outside of the City of Cincinnati boundaries.
  • Occupy a storefront or occupy other location in OTR that is consistent with the neighborhood tenanting strategy.
  • Sign a three-year lease with the landlord (see note below regarding letters of intent).

* The tenant and business owner/landlord negotiate the required build out, renovation and
preparation required of the building and disclose the cost of build out and the monthly rental
amount.
* The incoming tenant/ business will submit a copy of its current business plan to the building
owner/landlord before lease negotiations will be completed.
* Building owners and/or landlords must agree to participate fully in the program and tri-party
meetings will be held between the applicant, Chamber and Landlord.

  • Agree to be open at least 50 hours per week .
  • Submit a complete application prior to opening .

* This includes a thorough and well-organized business plan with a start-up budget and projected
cash flow statements for the first three years of operation.

  • Once awarded funds, agree to actively participate in the Business First mentoring program, which includes attending regular meetings with a mentor to discuss business details and providing annual financial statements for the period of the lease.

* The new business meets with the Mentor to discuss concerns and review financial information
regularly for three years. As needed, a new business owner may be teamed up with an
experienced business owner to work together to address a specific need.
2016 Program Goals

  • Promote diversity among business owners in OTR.
  • Increase customer traffic, safety, and return on investment.
  • Support capital improvement in unused and underutilized storefronts for business occupation in OTR.
  • Mentor and encourage businesses that strengthen the neighborhood as a viable and diverse place to live, work and play.
  • Provide an environment for individuals, entrepreneurs, investors and businesses to thrive.

Desirable businesses include retail, neighborhood services, large employers who hire from within OTR, Women/Minority Business Enterprises, and those that locate in an area that is compatible with the tenanting strategy for the neighborhood. Ineligible businesses include convenience stores, check-cashing services, temporary labor services, churches, social services, not for profits, home-based businesses, and businesses that are not compatible with adjacent residential uses.

Businesses that are selected through the Business First Grant Program s competitive process will be awarded a matching grant up to $20,000 for furniture, fixtures and equipment (FFE) and tenant improvements (TI). The funds will be distributed through a reimbursement process through the OTR Chamber.

Additionally, the BFG Program works to create a support network for the new business. Ongoing mentoring will be provided for the three year duration of the program. The Review Committee will match the new business owner with a committee member mentor based on the needs of the business. The Review Committee may also refer the new business to local business resources to strengthen areas of the business that present a challenge to the business success. A member of the Review Committee will meet with the business owner regularly to address any concerns the business owner may have and assist the business owner in updating her/his Business Plan.

Applications will be reviewed twice annually through a competitive process. Applications will be due December 6, 2016.

Applicants must submit a completed application to the OTR Chamber prior to opening up for business. At the time of application submission, expected project completion date should be within 9 months to a year. The Application form can be downloaded at the bottom of this page. The submission should include a:

  • Professional Business Plan that clearly articulates the business model, industry analysis, demographics of target population, hours of operation and corresponding staffing schedules, experience of personnel, marketing strategy, and includes detailed cash flow projections.   • Three Year Lease including the landlord s contact information so the OTR Chamber can contact her/him to discuss the terms of the lease. Please note, a signed letter of intent by landlord and applicant can be submitted initially if a signed lease is not in place at the time of submission. Awarding of any grant money would be contingent upon a signed three year lease.
  • Detailed Build-Out Costs of space clearly defining what will be provided by the landlord and what is the responsibility of the tenant. Detailed budget for FFE is also required.

The applications will be reviewed semi-annually in a competitive process by the Business Attraction and Retention Review Committee.

This program is administered by OTR Chamber of Commerce with the support of a Review Committee to oversee leases, programs and funding.

How Chapter 7 Bankruptcy Works

There are generally 2 types of bankruptcy for the average debtor. a Chapter 7 bankruptcy and Chapter 13 bankruptcy. To determine if you qualify for a Chapter 7 bankruptcy, the court uses 2 tests for eligibility, the Means Test (or your income relative to the average American median income) and the Totality of the Circumstances Test (or look at the total circumstances to determine your monthly debt to income). The courts also consider a 3rd test called the Special Circumstances Test which looks at circumstances of a situation (like major medical, health, or other factors).

Discharge

When a person receives a Bankruptcy Discharge. the discharge allows the debtor to discharge all underlying contractual obligations on unsecured debts. A Chapter 7 bankruptcy is known as a fresh start because it allows debtor (or the person filing the bankruptcy) the opportunity of a fresh start from the unsecured creditors of credit cards, medical bills, and other types of debt. A Chapter 7 bankruptcy allows the debtor to get rid of or discharge most unsecured debts. A Bankruptcy Discharge means that the estate has successfully discharged all unsecured debts that are owed.

Federal Bankruptcy Stay Order

When a person files a Chapter 7 Bankruptcy Petition. they are protected under federal law by a Federal Bankruptcy Stay Order. which stops most lawsuits. If there are pending garnishments or repossessions, the filing of the bankruptcy may stop the collection efforts (except for child support).

Bankruptcy Trustee

A 341 Meeting of Creditors is conducted to evaluate the debtor’s situation. The Bankruptcy Trustee represents the various creditors of the debtor, and Trustee’s Duty is to evaluate all the assets and liabilities of the debtor. A Trustee has the power to Avoid Liens and recover assets on behalf of the bankruptcy estate. The debtor is entitled to a certain amount of protection through exemptions provided by state and federal law. These exemptions allow the debtor to protect some equity in cars, bank accounts, houses, and tax refunds. The Bankruptcy Trustee can sell property if there is equity in the property, and they can Distribute the Proceeds to the various creditors according to priority of the claim.

Non-Dischargeable Debts

Generally, a federal stay order applies to all unsecured debts. However, some debts are not eliminated in a Chapter 7 bankruptcy. The most common non-dischargeable debts are taxes. student loans. child support. and government loans. Any debt created by false pretenses, a false representation, or actual fraud is also not dischargeable. Also, any personal injury caused by a motor vehicle driven by debtor while intoxicated may not be dischargeable. Generally, a creditor needs to bring a non-dischargeable adversary action to assert a debt survives bankruptcy discharge. The exception to bringing an adversary action is child support, taxes, and most student loans.

Repossession

With automobiles, a Chapter 7 bankruptcy filing may stall out repossession efforts. There is usually a 45 day period after filing where the creditor cannot repossess the car. During that time period, a debtor may be able to work out payment arrangements with a car company. Only a Ch. 13 bankruptcy filing can help catch up on car and house payments. In addition, sometimes a Ch. 13 bankruptcy can “cram down” the amount owed on a car if the car has been owned more than 910 days. A Redemption makes it possible to reduce an existing car loan down to fair market value.

Utility Shut-Offs

Some Utility Shut-Offs may be stopped for a limited time after filing for bankruptcy. The Utility company may request an additional deposit within 20 days of the filing of the bankruptcy petition.

Dismissal

If a Ch. 7 bankruptcy case fails, it is dismissed. Generally, a dismissal is a bad thing. There are various effects of dismissal. One of the major effects is that creditors can go after the debtor and try to collect again against them. The creditor can garnish wages, go after bank accounts, file judgment liens, or suspend driver’s licenses in the effort to collect on the debt. Sometimes a bankruptcy case can be converted to another type of bankruptcy.

U.S. Supreme Court to hear Ohio s bid to revive voter purge policy

(Reuters) – The U.S. Supreme Court on Tuesday agreed to hear Ohio’s appeal of a lower court ruling that blocked the Republican-led state’s policy of purging people from voter-registration lists if they do not regularly cast ballots because it violated federal law.

Civil liberties advocates who challenged Ohio’s policy said it illegally erased voters from registration rolls and unlawfully disenfranchised minorities and poor people who tend to back Democratic candidates. The justices will review a U.S. appeals court ruling that Ohio’s policy ran afoul of a 1993 law called the National Voter Registration Act, which Congress passed to make it easier for Americans to register to vote.

A Reuters analysis last year found that in Ohio’s three largest counties, which include Cleveland, Cincinnati and Columbus, voters were struck from the rolls in Democratic-leaning neighborhoods at roughly twice the rate as in Republican neighborhoods under the policy.

Ohio officials argued that canceling registrations for voters deemed inactive for six years helped keep voting rolls current and accurate, clearing out those who have moved away or died. In September 2016, ahead of the U.S. presidential election, the 6th U.S. Circuit Court of Appeals in Cincinnati ruled that the policy was unlawful.

Democrats have accused Republicans of taking steps at the state level, including laws imposing new requirements on voters such as presenting certain types of government-issued identification, intended to suppress the vote of minorities, the poor and others who generally favor Democratic candidates.

The American Civil Liberties Union last year sued Ohio Republican Secretary of State Jon Husted, arguing that the state was violating the National Voter Registration Act, which prohibits states from striking registered voters “by reason of the person’s failure to vote.” The 6th Circuit agreed.

Under Ohio’s policy, if registered voters miss voting for two years, they are sent registration confirmation notices. If they do not respond and do not vote over the following four years, they are removed from the rolls.

Husted has said Ohio’s policy has been in place since the 1990s under both Republican and Democratic secretaries of state.

The suit said the policy led to the removal of tens of thousands of people from the voter rolls in 2015, including one of the lead plaintiffs, Larry Harmon, a software engineer and U.S. Navy veteran who was blocked from voting in a state marijuana initiative in 2015.

Republican Donald Trump won Ohio in last November’s presidential election.

The National Voter Registration Act, dubbed the “Motor-Voter” law when it was enacted, required states to permit registration by mail or when eligible people apply for or renew a driver’s license, or visiting certain government agencies or military recruiting offices.

Business First Grant (BFG)

Business Recruitment Initiative for Over-the-Rhine

The mission of the Business First Grant Program (BFG) is to benefit the city by strengthening the local economy, increasing business and employment opportunities, and animating the sidewalks of OTR.


To be eligible for a grant, the incoming business must:

  • Be new to Over-the-Rhine. New businesses and businesses previously established in other locations are permitted to apply. It is preferred that established businesses are currently located outside of the City of Cincinnati boundaries.
  • Occupy a storefront or occupy other location in OTR that is consistent with the neighborhood tenanting strategy.
  • Sign a three-year lease with the landlord (see note below regarding letters of intent).

* The tenant and business owner/landlord negotiate the required build out, renovation and
preparation required of the building and disclose the cost of build out and the monthly rental
amount.
* The incoming tenant/ business will submit a copy of its current business plan to the building
owner/landlord before lease negotiations will be completed.
* Building owners and/or landlords must agree to participate fully in the program and tri-party
meetings will be held between the applicant, Chamber and Landlord.

  • Agree to be open at least 50 hours per week .
  • Submit a complete application prior to opening .

* This includes a thorough and well-organized business plan with a start-up budget and projected
cash flow statements for the first three years of operation.

  • Once awarded funds, agree to actively participate in the Business First mentoring program, which includes attending regular meetings with a mentor to discuss business details and providing annual financial statements for the period of the lease.

* The new business meets with the Mentor to discuss concerns and review financial information
regularly for three years. As needed, a new business owner may be teamed up with an
experienced business owner to work together to address a specific need.
2016 Program Goals

  • Promote diversity among business owners in OTR.
  • Increase customer traffic, safety, and return on investment.
  • Support capital improvement in unused and underutilized storefronts for business occupation in OTR.
  • Mentor and encourage businesses that strengthen the neighborhood as a viable and diverse place to live, work and play.
  • Provide an environment for individuals, entrepreneurs, investors and businesses to thrive.

Desirable businesses include retail, neighborhood services, large employers who hire from within OTR, Women/Minority Business Enterprises, and those that locate in an area that is compatible with the tenanting strategy for the neighborhood. Ineligible businesses include convenience stores, check-cashing services, temporary labor services, churches, social services, not for profits, home-based businesses, and businesses that are not compatible with adjacent residential uses.

Businesses that are selected through the Business First Grant Program s competitive process will be awarded a matching grant up to $20,000 for furniture, fixtures and equipment (FFE) and tenant improvements (TI). The funds will be distributed through a reimbursement process through the OTR Chamber.

Additionally, the BFG Program works to create a support network for the new business. Ongoing mentoring will be provided for the three year duration of the program. The Review Committee will match the new business owner with a committee member mentor based on the needs of the business. The Review Committee may also refer the new business to local business resources to strengthen areas of the business that present a challenge to the business success. A member of the Review Committee will meet with the business owner regularly to address any concerns the business owner may have and assist the business owner in updating her/his Business Plan.

Applications will be reviewed twice annually through a competitive process. Applications will be due December 6, 2016.

Applicants must submit a completed application to the OTR Chamber prior to opening up for business. At the time of application submission, expected project completion date should be within 9 months to a year. The Application form can be downloaded at the bottom of this page. The submission should include a:

  • Professional Business Plan that clearly articulates the business model, industry analysis, demographics of target population, hours of operation and corresponding staffing schedules, experience of personnel, marketing strategy, and includes detailed cash flow projections. (Note, click the link above “Professional Business Plan” to read tips from Forbes)
  • Three Year Lease including the landlord s contact information so the OTR Chamber can contact her/him to discuss the terms of the lease. Please note, a signed letter of intent by landlord and applicant can be submitted initially if a signed lease is not in place at the time of submission. Awarding of any grant money would be contingent upon a signed three year lease.
  • Detailed Build-Out Costs of space clearly defining what will be provided by the landlord and what is the responsibility of the tenant. Detailed budget for FFE is also required.

The applications will be reviewed semi-annually in a competitive process by the Business Attraction and Retention Review Committee.

This program is administered by OTR Chamber of Commerce with the support of a Review Committee to oversee leases, programs and funding.

    ABOUT THE OHIO SBDC NETWORK

    The Ohio Small Business Development Centers Network is the premier technical assistance program for Ohio s small businesses. The network is provided through a partnership between the Ohio Development Services Agency, the U.S. Small Business Administration and selected Ohio chambers of commerce, colleges and universities, and economic development agencies. Today, these federal, state, and local partnerships contribute more than $10 million in cash and resources to the support of small business development in Ohio.

    Small Business Development Centers (SBDC)

    There are 28 funded SBDCs throughout Ohio staffed by highly trained, Certified Business Advisors . Centers provide no-cost, confidential, in-depth, one-on-one counseling for businesses that will or currently employ under 500 employees. Additional services include training, e-counseling, quality-based assessments, technical assistance, loan packaging guidance, and information on federal, state, and local regulations and programs.

    Export Assistance is provided at selected SBDC locations to serve as the first point of contact for new-to-export businesses, as well as those expanding into new areas. Services include export readiness assessment,international marketing plans, market research, export compliance education, and access to export financing.

    Manufacturing A ssistance serve as the initial point of contact for information,resources, referrals, and counseling for small manufacturing businesses. Centers also offer commercialization assistance to technology-based small businesses.

    Funded in part through a cooperative agreement with the U.S. Small Business Administration. The Ohio SBDC program is also funded in part by the Ohio Development Services Agency.     Business Recruitment Initiative for Over-the-Rhine

    The mission of the Business First Grant Program (BFG) is to benefit the city by strengthening the local economy, increasing business and employment opportunities, and animating the sidewalks of OTR.


    To be eligible for a grant, the incoming business must:

    • Be new to Over-the-Rhine. New businesses and businesses previously established in other locations are permitted to apply. It is preferred that established businesses are currently located outside of the City of Cincinnati boundaries.
    • Occupy a storefront or occupy other location in OTR that is consistent with the neighborhood tenanting strategy.
    • Sign a three-year lease with the landlord (see note below regarding letters of intent).

    * The tenant and business owner/landlord negotiate the required build out, renovation and
    preparation required of the building and disclose the cost of build out and the monthly rental
    amount.
    * The incoming tenant/ business will submit a copy of its current business plan to the building
    owner/landlord before lease negotiations will be completed.
    * Building owners and/or landlords must agree to participate fully in the program and tri-party
    meetings will be held between the applicant, Chamber and Landlord.

    • Agree to be open at least 50 hours per week .
    • Submit a complete application prior to opening .

    * This includes a thorough and well-organized business plan with a start-up budget and projected
    cash flow statements for the first three years of operation.

    • Once awarded funds, agree to actively participate in the Business First mentoring program, which includes attending regular meetings with a mentor to discuss business details and providing annual financial statements for the period of the lease.

    * The new business meets with the Mentor to discuss concerns and review financial information
    regularly for three years. As needed, a new business owner may be teamed up with an
    experienced business owner to work together to address a specific need.
    2016 Program Goals

    • Promote diversity among business owners in OTR.
    • Increase customer traffic, safety, and return on investment.
    • Support capital improvement in unused and underutilized storefronts for business occupation in OTR.
    • Mentor and encourage businesses that strengthen the neighborhood as a viable and diverse place to live, work and play.
    • Provide an environment for individuals, entrepreneurs, investors and businesses to thrive.

    Desirable businesses include retail, neighborhood services, large employers who hire from within OTR, Women/Minority Business Enterprises, and those that locate in an area that is compatible with the tenanting strategy for the neighborhood. Ineligible businesses include convenience stores, check-cashing services, temporary labor services, churches, social services, not for profits, home-based businesses, and businesses that are not compatible with adjacent residential uses.

    Businesses that are selected through the Business First Grant Program s competitive process will be awarded a matching grant up to $20,000 for furniture, fixtures and equipment (FFE) and tenant improvements (TI). The funds will be distributed through a reimbursement process through the OTR Chamber.

    Additionally, the BFG Program works to create a support network for the new business. Ongoing mentoring will be provided for the three year duration of the program. The Review Committee will match the new business owner with a committee member mentor based on the needs of the business. The Review Committee may also refer the new business to local business resources to strengthen areas of the business that present a challenge to the business success. A member of the Review Committee will meet with the business owner regularly to address any concerns the business owner may have and assist the business owner in updating her/his Business Plan.

    Applications will be reviewed twice annually through a competitive process. Applications will be due December 6, 2016.

    Applicants must submit a completed application to the OTR Chamber prior to opening up for business. At the time of application submission, expected project completion date should be within 9 months to a year. The Application form can be downloaded at the bottom of this page. The submission should include a:

    • Professional Business Plan that clearly articulates the business model, industry analysis, demographics of target population, hours of operation and corresponding staffing schedules, experience of personnel, marketing strategy, and includes detailed cash flow projections.     • Three Year Lease including the landlord s contact information so the OTR Chamber can contact her/him to discuss the terms of the lease.     TEACHER LEADER PROGRAM

    The online Teacher Leader Endorsement will prepare experienced teachers to assume leadership roles within their schools and throughout their districts. Participants will gain knowledge and skills to provide quality professional development for their colleagues, coach and mentor other teachers, facilitate positive school/community relations, organize and analyze data, and assist their principals with school improvement efforts.     In order to better serve our students, a new policy will take effect beginning with the Fall 2017 Semester. Candidates seeking licensure within eighteen (18) months of successfully completing an educator preparation program at Ohio University will be recommended for licensure if they apply within that timeframe to the Ohio Department of Education. If application for licensure is made after eighteen (18) months to the Ohio Department of Education, candidates will be required to meet with their program coordinator for consultation regarding any additional state and/or program requirements they need to complete. Following this consultation and the satisfaction of any additionally identified requirements, recommendation by Ohio University will be granted on a case-by-case basis.     Period of Performance: April 19, 2017 — June 30, 2018

    The Ohio EMA Security Grants for Nonprofits program provides funding to nonprofit organizations for eligible security improvements that assist the organization in preventing, preparing for, and responding to acts of terrorism.

    Background:

    House Bill 384 of the 131st General Assembly authorizes the Ohio EMA to provide grant funding to nonprofit organizations for eligible security improvements that assist the organization in preventing, preparing for, and responding to acts of terrorism. Each nonprofit may apply for up to $100,000 to expend on eligible program costs. The full grant solicitation can be found below. A reminder all three documents (solicitation, product list, and tiered document) will be required to download and use to fully complete the application. The application/assessment requires the use of the tiered document and product list.

    “Nonprofit organization” means a corporation, association, group, institution, society, or other organization that is exempt from federal income taxation under section 501(c)(3) of the “Internal Revenue Code of 1986,” 100 Stat. 2085, 26 U.S.C. 501(c)(3), as amended. House Bill 384 details that awards under this initiative will:

    (1) Identify and substantiate prior threats or attacks by a terrorist organization, network, or cell
    against the nonprofit organization;
    (2) Indicate the symbolic or strategic value of one or more sites that renders the site a
    possible target of terrorism;
    (3) Discuss potential consequences to the organization if the site is damaged, destroyed, or
    disrupted by a terrorist;
    (4) Describe how the grant will be used to integrate organizational preparedness with broader
    state and local preparedness efforts;
    (5) Submit a vulnerability assessment conducted by experienced security, law enforcement,
    or military personnel and a description of how the grant award will be used to address the
    vulnerabilities identified in the assessment.

    Program Overview

    A Licensed Practical Nurse is a contributing member of the healthcare team. Under the direction of Registered Nurses, they provide basic bedside care, assist in evaluating the needs of the patients or clients, and monitor their condition. LPNs are responsible for data collection, including all aspects of physical assessments, prioritizing the implementation of therapeutic nursing measures, providing and delegating direct patient care, and assisting clients in the prevention and promotion of health. They provide care to the patient or client by assisting in their personal hygiene and providing comfort measures. An LPN is trained to utilize the nursing process and critical reasoning to provide care within the guidelines of the Nursing Practice Act, promoting patient safety at all times in diverse healthcare delivery settings. Stone Academy s Licensed Practical Nursing program combines classroom course work with clinical experiences in a variety of area facilities with diverse populations to prepare our future LPNs for entry-level positions in both acute and long-term care settings. Stone Academy s LPN classes offer the flexibility of a full-time day or part-time evening/Saturday program. Upon graduation, our students are eligible to sit for the Connecticut NCLEX-PN licensing examination.     Business Recruitment Initiative for Over-the-Rhine

    The mission of the Business First Grant Program (BFG) is to benefit the city by strengthening the local economy, increasing business and employment opportunities, and animating the sidewalks of OTR.


    To be eligible for a grant, the incoming business must:

    • Be new to Over-the-Rhine. New businesses and businesses previously established in other locations are permitted to apply. It is preferred that established businesses are currently located outside of the City of Cincinnati boundaries.
    • Occupy a storefront or occupy other location in OTR that is consistent with the neighborhood tenanting strategy.
    • Sign a three-year lease with the landlord (see note below regarding letters of intent).

    * The tenant and business owner/landlord negotiate the required build out, renovation and
    preparation required of the building and disclose the cost of build out and the monthly rental
    amount.
    * The incoming tenant/ business will submit a copy of its current business plan to the building
    owner/landlord before lease negotiations will be completed.
    * Building owners and/or landlords must agree to participate fully in the program and tri-party
    meetings will be held between the applicant, Chamber and Landlord.

    • Agree to be open at least 50 hours per week .
    • Submit a complete application prior to opening .

    * This includes a thorough and well-organized business plan with a start-up budget and projected
    cash flow statements for the first three years of operation.

    • Once awarded funds, agree to actively participate in the Business First mentoring program, which includes attending regular meetings with a mentor to discuss business details and providing annual financial statements for the period of the lease.

    * The new business meets with the Mentor to discuss concerns and review financial information
    regularly for three years. As needed, a new business owner may be teamed up with an
    experienced business owner to work together to address a specific need.
    2016 Program Goals

    • Promote diversity among business owners in OTR.
    • Increase customer traffic, safety, and return on investment.
    • Support capital improvement in unused and underutilized storefronts for business occupation in OTR.
    • Mentor and encourage businesses that strengthen the neighborhood as a viable and diverse place to live, work and play.
    • Provide an environment for individuals, entrepreneurs, investors and businesses to thrive.

    Desirable businesses include retail, neighborhood services, large employers who hire from within OTR, Women/Minority Business Enterprises, and those that locate in an area that is compatible with the tenanting strategy for the neighborhood. Ineligible businesses include convenience stores, check-cashing services, temporary labor services, churches, social services, not for profits, home-based businesses, and businesses that are not compatible with adjacent residential uses.

    Businesses that are selected through the Business First Grant Program s competitive process will be awarded a matching grant up to $20,000 for furniture, fixtures and equipment (FFE) and tenant improvements (TI). The funds will be distributed through a reimbursement process through the OTR Chamber.

    Additionally, the BFG Program works to create a support network for the new business. Ongoing mentoring will be provided for the three year duration of the program. The Review Committee will match the new business owner with a committee member mentor based on the needs of the business. The Review Committee may also refer the new business to local business resources to strengthen areas of the business that present a challenge to the business success. A member of the Review Committee will meet with the business owner regularly to address any concerns the business owner may have and assist the business owner in updating her/his Business Plan.

    Applications will be reviewed twice annually through a competitive process. Applications will be due December 6, 2016.

    Applicants must submit a completed application to the OTR Chamber prior to opening up for business. At the time of application submission, expected project completion date should be within 9 months to a year. The Application form can be downloaded at the bottom of this page. The submission should include a:

    • Professional Business Plan that clearly articulates the business model, industry analysis, demographics of target population, hours of operation and corresponding staffing schedules, experience of personnel, marketing strategy, and includes detailed cash flow projections.
