How to Play: Your goal is simply to become a profitable company by creating, developing, and publishing online games from your very own offices. At the beginning of the game, your helpful ‘assistant’ guides you through the basic controls of the game. We recommend that you pay close attention to your assistant’s instructions, as there are numerous different aspects that you need to get to grips with.

Use your computer mouse or touchpad to perform all of the controls. At the beginning of the game, you have an office space – but no employees. Click on the empty desks / workstations, then click on the ‘Hire Worker’ button that appears. Here, you can choose from a variety of different technical game writers. Next, it’s time to get them working on creating a new game. Click on the ‘Project Manager’ button in the bottom left corner of the game screen (the blue folder icon), and then click ‘New Project’. Next, you have to choose the genre of your game (adventure, racing, shooter, simulation, strategy etc). At the beginning of the game, you don’t have enough workers to produce all of the different genres, but that changes as you hire more staff. After that, you assign your team to the different production tasks (code writing, graphics, sound etc). Each worker can only perform 2 production tasks at a time. Finally, you choose the technology ‘tool’ used to make the game.

Once your team complete the production of the game (this takes time on the clock in the top left corner), click on the ‘Project Summary’ button in the bottom left corner, then click ‘Publish’. You receive virtual income from the publication and playing of your games. At the beginning. your games are of low quality, and therefore do not generate a lot of income. However, as you progress and hire more skilled workers, your revenues should increase. Later on, you can also market your games, and choose all different types of genres. At the end of each ‘Game Year’, an award ceremony takes place. If your company wins any of these awards, you earn huge bonuses which can be used to purchase new employees, tools, and workstations. Introduction

The Public Service Commission initiated the AC Transmission proceedings to consider whether to address the persistent transmission congestion that exists at the Central East and Upstate New York/Southeast New York (UPNY/SENY) electrical interfaces. The Commission sought proposals from transmission owners and other developers proposing projects to increase the UPNY/SENY transfer capacity by approximately 1,000 megawatts. After an initial round of proposals was received that raised environmental siting concerns, the Commission called for revised proposals that would better utilize existing rights-of-way and better match the scale of proposed powerline structures to be in keeping with existing facilities already in the landscape.

Twenty one proposals were received from four entities: North America Transmission Corporation (NAT), the New York Transmission Owners (NYTOs), NextEra Energy Transmission New York, Inc. (NextEra), and Boundless Energy NE, LLC (Boundless). The Commission then directed the Staff of the Department of Public Service (DPS), with the assistance of the New York Independent System Operator (NYISO), to undertake a comparative evaluation of the project proposals. The comparative evaluation study is a complex undertaking requiring significant computer modeling of powerflows, electric generation production cost benefits, and electric generation capacity cost benefits and is to result in a benefit cost analysis for each project. In addition, each project is to be analyzed as to its specific environmental impacts. The study is also to include an analysis of alternatives to a transmission facility and to address the issue of whether there is sufficient public need for a transmission solution as a matter of public policy.

On July 6, 2015, a DPS Staff Interim Report was submitted that addresses primarily the issues of environmental compatibility and beneficial electric system impacts on the Central East and Upstate New York/Southeast New York (UPNY/SENY) electrical interfaces. The report proposes narrowing the focus of the AC Transmission proceedings by recommending the elimination from further consideration of projects that have significant environmental compatibility issues in relation to the other projects, or that do not show sufficient electric system benefits as compared to the other proposals. The report was presented as an interim report because of the need to do the further studies due to a recently announced change that may occur in the New York bulk electric system (the addition of a new 720 MW powerplant in Orange County).

On September 22, 2015, a DPS Staff submitted its Final Report and Motion that completes a comparative evaluation of 22 transmission proposals and several non-transmission alternatives. In the report, Staff concludes that the Commission should proceed to significantly enhance New York State’s bulk electric system by endorsing a specific portfolio of electric transmission upgrade projects.

The DPS Staff Final Report and Motion are available for public comment. The parties to the proceeding will participate in a Technical Conference to be held on October 8th and 9th. Initial comments on the DPS Staff Final Report and Motion are due November 6, 2015. Reply comments are due November 23, 2015. The Commission will receive and review the comments before taking any action.

A three-year-old plan to build a new apartment complex and garage in a key corner of downtown Cincinnati is back on track after years of delays, political saber-rattling, review and revision.

Later this summer, the Cincinnati Center City Development Corp. will demolish Pogue’s Garage at Fourth and Race streets and begin building a new garage, the podium for a $106 million, 225-apartment luxury tower to be built and owned by Indianapolis-based Flaherty Collins Properties. Demolition will take three to five months with construction of the 14-story building expected to begin by the end of the year.

The project will activate a sector of downtown that has some residential presence already with apartment and condo buildings on the west side of Fourth and Fifth streets, and, just as important, add much-needed supply to a Cincinnati housing market with pent-up demand.

“That’s a lot of bodies introduced to a part of town that straddles between Fountain Square and (west) Fourth Street where there is residential. There’s sort of a gap there, and this fills it in pretty well,” said Adam Gelter, 3CDC’s executive vice president for development. “Fourth Street in general, especially as you come east, is one of the better streets in town from an urban feel, but it isn’t tremendously active, particularly at night. The tenants on the first floor and the people above will bring a little bit more life to the street.”

Jim Crossin . Flaherty Collins Properties vice president for development, said the company is happy with how plans for Fourth and Race turned out.

“We think the project will be a great success,” Crossin said. “3CDC — they operate a lot of parking facilities. They’ll also take care of the loan and lease of the ground-floor retail, which is in their area of expertise. Our business is multifamily development. It works out great that they’re doing those two portions of the project.”

The company was not fazed by the long process of dealing with a change in city administration and shifting priorities.

“Almost everything we do is a public-private partnership. The public side of most of our deals usually involves the local municipality,’’ Crossin said. “We like them because in the end, it’s usually an opportunity to develop a special project downtown where projects aren’t easy to get done. It takes often working through the political process to get it done.”

Like other recent, brand-new downtown apartment projects, nearly half of the building will be a parking garage. 3CDC will build seven stories – first-floor commercial space, plus six floors containing 700 parking spaces – and Flaherty Collins Properties will build seven stories of apartments on top of that. Some parking will be reserved for residents while other spaces will replace those lost in the demolition of Pogue’s Garage.

The apartment tower will be C-shaped with an amenity deck on the eighth floor that includes a grilling area and resort-style outdoor pool.

Crossin said hiding the parking garage is an important architectural feature of the building. Atlanta-based Preston Partnerships, which designed the second phase of the Banks, will design the building, while Turner Construction will manage the construction.

“There’s screening on the garage to mask that it’s a parking garage,” Crossin said. “We wanted it to not look like a residential building sitting on top of a garage. We wanted a cohesive design that fits into the context of downtown.”

Flaherty Collins Properties aimed for a ratio of 1.1 to 1.2 parking spaces per unit. Asked whether he believes additional downtown apartment towers will need as much parking in the future, Crossin said that while the streetcar could reduce parking needs, “We’re still in the Midwest where you may need to use your car less, but everybody needs a car.”

If residents become less dependent on their cars, Crossin said, the parking spaces could be used by others.

“If you add more jobs downtown, which definitely seems to be going in a positive direction, those people will need places to park.”

The project is “addition by subtraction,” Gelter said. It gets rid of a hideous parking garage that empties via ramps on city streets. 3CDC expects to open the new garage before the overall project is complete, as it did with the 84.51 center at Sixth and Race streets.

“If nothing went back, it would be better than it is today,” Gelter said.

First-floor retail also was key.

“As we build around the country doing urban mixed-use, our residents – the No. 1 thing they want is a walkable, urban environment,” Crossin said. We wanted to have street-level retail space that serves as an amenity to residents.”

Flaherty Collins Properties has developed 50 properties and 8,000 units, with many of their projects in Indiana.

The project will inject several hundred new residents in an area of downtown with a lot of longtime retailers, such as Koch Sporting Goods and Bromwell’s. Both developers and government leaders view downtown as having more demand than supply, with Downtown Cincinnati Inc. reporting an occupancy rate of 97 percent for residential units in 2015.

Even as Flaherty Collins Properties worked through the Fourth and Race deal, it considered other Cincinnati projects. It has talked to some downtown parking lot owners who other developers have reported have been reluctant to sell or join developments as equity partners.

“We’re getting a subsidy from the city. The land is being contributed also,” Crossin said. “If it were Joe Smith with a parking lot that’s very valuable land worth several million bucks, it doesn’t work. If rents can continue to rise, we’ll reach a point where those deals do work without any help. I think the city’s hope is that they’re priming the pump.”

Flaherty Collins Properties plans to keep looking for other projects.

“We think Cincinnati’s a fantastic market downtown,” Crossin said. “We think there’s more demand (downtown) than there are new high-end projects currently.”

The project will inject several hundred new residents in an area of downtown with a lot of longtime retailers, such as Koch Sporting Goods and Bromwell’s. Both developers and government leaders view downtown as having more demand than supply, with Downtown Cincinnati Inc. reporting an occupancy rate of 97 percent for residential units in 2015.

Even as Flaherty Collins Properties worked through the Fourth and Race deal, it considered other Cincinnati projects. It has talked to some downtown parking lot owners who other developers have reported have been reluctant to sell or join developments as equity partners.

“We’re getting a subsidy from the city. The land is being contributed also,” Crossin said. “If it were Joe Smith with a parking lot that’s very valuable land worth several million bucks, it doesn’t work. If rents can continue to rise, we’ll reach a point where those deals do work without any help. I think the city’s hope is that they’re priming the pump.”

Flaherty Collins Properties plans to keep looking for other projects.

“We think Cincinnati’s a fantastic market downtown,” Crossin said. “We think there’s more demand (downtown) than there are new high-end projects currently.”

Cincinnati Business Courier: Fourth Race Project Back on Track

A three-year-old plan to build a new apartment complex and garage in a key corner of downtown Cincinnati is back on track after years of delays, political saber-rattling, review and revision.

Later this summer, the Cincinnati Center City Development Corp. will demolish Pogue’s Garage at Fourth and Race streets and begin building a new garage, the podium for a $106 million, 225-apartment luxury tower to be built and owned by Indianapolis-based Flaherty Collins Properties. Demolition will take three to five months with construction of the 14-story building expected to begin by the end of the year.

The project will activate a sector of downtown that has some residential presence already with apartment and condo buildings on the west side of Fourth and Fifth streets, and, just as important, add much-needed supply to a Cincinnati housing market with pent-up demand.

“That’s a lot of bodies introduced to a part of town that straddles between Fountain Square and (west) Fourth Street where there is residential. There’s sort of a gap there, and this fills it in pretty well,” said Adam Gelter, 3CDC’s executive vice president for development. “Fourth Street in general, especially as you come east, is one of the better streets in town from an urban feel, but it isn’t tremendously active, particularly at night. The tenants on the first floor and the people above will bring a little bit more life to the street.”

Jim Crossin . Flaherty Collins Properties vice president for development, said the company is happy with how plans for Fourth and Race turned out.

“We think the project will be a great success,” Crossin said. “3CDC — they operate a lot of parking facilities. They’ll also take care of the loan and lease of the ground-floor retail, which is in their area of expertise. Our business is multifamily development. It works out great that they’re doing those two portions of the project.”

The company was not fazed by the long process of dealing with a change in city administration and shifting priorities.

“Almost everything we do is a public-private partnership. The public side of most of our deals usually involves the local municipality,’’ Crossin said. “We like them because in the end, it’s usually an opportunity to develop a special project downtown where projects aren’t easy to get done. It takes often working through the political process to get it done.”

Like other recent, brand-new downtown apartment projects, nearly half of the building will be a parking garage. 3CDC will build seven stories – first-floor commercial space, plus six floors containing 700 parking spaces – and Flaherty Collins Properties will build seven stories of apartments on top of that. Some parking will be reserved for residents while other spaces will replace those lost in the demolition of Pogue’s Garage.

The apartment tower will be C-shaped with an amenity deck on the eighth floor that includes a grilling area and resort-style outdoor pool.

Crossin said hiding the parking garage is an important architectural feature of the building. Atlanta-based Preston Partnerships, which designed the second phase of the Banks, will design the building, while Turner Construction will manage the construction.

“There’s screening on the garage to mask that it’s a parking garage,” Crossin said. “We wanted it to not look like a residential building sitting on top of a garage. We wanted a cohesive design that fits into the context of downtown.”

Flaherty Collins Properties aimed for a ratio of 1.1 to 1.2 parking spaces per unit. Asked whether he believes additional downtown apartment towers will need as much parking in the future, Crossin said that while the streetcar could reduce parking needs, “We’re still in the Midwest where you may need to use your car less, but everybody needs a car.”

If residents become less dependent on their cars, Crossin said, the parking spaces could be used by others.

“If you add more jobs downtown, which definitely seems to be going in a positive direction, those people will need places to park.”

The project is “addition by subtraction,” Gelter said. It gets rid of a hideous parking garage that empties via ramps on city streets. 3CDC expects to open the new garage before the overall project is complete, as it did with the 84.51 center at Sixth and Race streets.

“If nothing went back, it would be better than it is today,” Gelter said.

First-floor retail also was key.

“As we build around the country doing urban mixed-use, our residents – the No. 1 thing they want is a walkable, urban environment,” Crossin said. We wanted to have street-level retail space that serves as an amenity to residents.”

Flaherty Collins Properties has developed 50 properties and 8,000 units, with many of their projects in Indiana.

Adoption Process
You must have an approved application before you meet any of our pets, so please allow plenty of time to fill out your application and talk with an adoption counselor about the kind of pet you�re looking for (Please note that you must be 21 years of age to adopt). To save time, you can complete our online application and submit it before you come or download a copy to bring with you. If you see a pet you are interested in, be sure to note his or her name on your application.

All of the pets listed on the Adopt a Cat and Adopt a Dog pages are available for adoption but each is in a different stage of getting their medical care. Before leaving for their forever homes, each pet is spayed or neutered, micro-chipped, brought up-to-date on vaccines, and dewormed. Some of our pets are still in the process of getting these services, and may not be available to be taken home immediately.

We do reserve the right to conduct a home visit or a background check in order to be sure that we are placing the animals in the best homes for their needs. In the majority of cases, however, a pet can be taken home the same day that he or she is adopted. All dogs must leave with a leash and a collar purchased by the adopter either at our facility or elsewhere before the pet is taken home.

Adoption Fees
The adoption fee includes spay or neuter, microchip and microchip registration and all vaccinations appropriate for the pet’s age. Adoption fees vary by species. There may be a charge for pain medication and an e-collar if the pet has not already been spayed/neutered.

Gift Adoptions
We do not offer gift adoptions. We want everyone who will be involved with the care of the pet to meet it and be in agreement. Our goal is for every pet to be adopted into its forever home, and while we realize that is not always possible, we try to do everything we can to ensure the pet does not have to be returned to us.
If you are interested in getting a pet as a gift, we recommend you create a certificate stating that you will pay the adoption fee for the pet of your recipients choosing. That way, they can take their time and find just the right fit after the chaos of the holiday is over. You can even note our website listing where they can see available cats and dogs.

That being said, the benefits of project management are ten-fold: the manager actually gets to manage (easier said than done at times, but allow me to wax poetic here) as they lead their team and institute a strategy that will see a specific project reach fruition. The client benefits because he/she is allowed to provide feedback, while relishing in the knowledge that their input really means something.

And finally, the production team benefits because without the production team the project wouldn’t get started in the first place, much less finished. Additionally, the production team is able to take a stake in something, work with it and see a project through from start to finish.

So right off the bat you have the Holy Trinity of Project Management: manager, client and worker collaborating for the common good. In fact, it’s this very application of knowledge, skills, tools and techniques that ultimately will meet or exceed a stakeholder’s needs and/or expectations on any given project.

Cincinnati Business Courier: Fourth Race Project Back on Track

A three-year-old plan to build a new apartment complex and garage in a key corner of downtown Cincinnati is back on track after years of delays, political saber-rattling, review and revision.

Later this summer, the Cincinnati Center City Development Corp. will demolish Pogue’s Garage at Fourth and Race streets and begin building a new garage, the podium for a $106 million, 225-apartment luxury tower to be built and owned by Indianapolis-based Flaherty Collins Properties. Demolition will take three to five months with construction of the 14-story building expected to begin by the end of the year.

The project will activate a sector of downtown that has some residential presence already with apartment and condo buildings on the west side of Fourth and Fifth streets, and, just as important, add much-needed supply to a Cincinnati housing market with pent-up demand.

“That’s a lot of bodies introduced to a part of town that straddles between Fountain Square and (west) Fourth Street where there is residential. There’s sort of a gap there, and this fills it in pretty well,” said Adam Gelter, 3CDC’s executive vice president for development. “Fourth Street in general, especially as you come east, is one of the better streets in town from an urban feel, but it isn’t tremendously active, particularly at night. The tenants on the first floor and the people above will bring a little bit more life to the street.”

Jim Crossin . Flaherty Collins Properties vice president for development, said the company is happy with how plans for Fourth and Race turned out.

“We think the project will be a great success,” Crossin said. “3CDC — they operate a lot of parking facilities. They’ll also take care of the loan and lease of the ground-floor retail, which is in their area of expertise. Our business is multifamily development. It works out great that they’re doing those two portions of the project.”

The company was not fazed by the long process of dealing with a change in city administration and shifting priorities.

“Almost everything we do is a public-private partnership. The public side of most of our deals usually involves the local municipality,’’ Crossin said. “We like them because in the end, it’s usually an opportunity to develop a special project downtown where projects aren’t easy to get done. It takes often working through the political process to get it done.”

Like other recent, brand-new downtown apartment projects, nearly half of the building will be a parking garage. 3CDC will build seven stories – first-floor commercial space, plus six floors containing 700 parking spaces – and Flaherty Collins Properties will build seven stories of apartments on top of that. Some parking will be reserved for residents while other spaces will replace those lost in the demolition of Pogue’s Garage.

The apartment tower will be C-shaped with an amenity deck on the eighth floor that includes a grilling area and resort-style outdoor pool.

Crossin said hiding the parking garage is an important architectural feature of the building. Atlanta-based Preston Partnerships, which designed the second phase of the Banks, will design the building, while Turner Construction will manage the construction.

“There’s screening on the garage to mask that it’s a parking garage,” Crossin said. “We wanted it to not look like a residential building sitting on top of a garage. We wanted a cohesive design that fits into the context of downtown.”

Flaherty Collins Properties aimed for a ratio of 1.1 to 1.2 parking spaces per unit. Asked whether he believes additional downtown apartment towers will need as much parking in the future, Crossin said that while the streetcar could reduce parking needs, “We’re still in the Midwest where you may need to use your car less, but everybody needs a car.”

If residents become less dependent on their cars, Crossin said, the parking spaces could be used by others.

“If you add more jobs downtown, which definitely seems to be going in a positive direction, those people will need places to park.”

The project is “addition by subtraction,” Gelter said. It gets rid of a hideous parking garage that empties via ramps on city streets. 3CDC expects to open the new garage before the overall project is complete, as it did with the 84.51 center at Sixth and Race streets.

“If nothing went back, it would be better than it is today,” Gelter said.

First-floor retail also was key.

“As we build around the country doing urban mixed-use, our residents – the No. 1 thing they want is a walkable, urban environment,” Crossin said. We wanted to have street-level retail space that serves as an amenity to residents.”

Flaherty Collins Properties has developed 50 properties and 8,000 units, with many of their projects in Indiana.

The project will inject several hundred new residents in an area of downtown with a lot of longtime retailers, such as Koch Sporting Goods and Bromwell’s. Both developers and government leaders view downtown as having more demand than supply, with Downtown Cincinnati Inc. reporting an occupancy rate of 97 percent for residential units in 2015.

Even as Flaherty Collins Properties worked through the Fourth and Race deal, it considered other Cincinnati projects. It has talked to some downtown parking lot owners who other developers have reported have been reluctant to sell or join developments as equity partners.

“We’re getting a subsidy from the city. The land is being contributed also,” Crossin said. “If it were Joe Smith with a parking lot that’s very valuable land worth several million bucks, it doesn’t work. If rents can continue to rise, we’ll reach a point where those deals do work without any help. I think the city’s hope is that they’re priming the pump.”

Flaherty Collins Properties plans to keep looking for other projects.

“We think Cincinnati’s a fantastic market downtown,” Crossin said. “We think there’s more demand (downtown) than there are new high-end projects currently.”

Of particular interest here is the who, what, and where but it might be a good idea to create a bit of a narrative to separate yourself from the pack. Talk about your company’s history. Tell its story. The best way to sell yourself in any context is to create a narrative with your project proposal that appeals to the party that is deciding whether or not to use your services.

PandaTip: Since you are bidding on a particular project, it would be a good idea to highlight those skills that will make you valuable above everyone else on that particular project. Describe your expertise and how those skills apply to specific stages within the project. Open up your portfolio and share other work you have successfully completed that is similar to that within this project proposal.

PandaTip: Of course, this is be the most important part of any project proposal and what is most likely to be the sticking point between the parties getting a deal done. Start up a dialogue with the person potentially hiring you and come up with a bid that works for the both of you. Be creative, though…there are plenty of ways to get paid: Hourly Rate a simple arrangement where you get paid per hour worked and they periodically pay in set time increments (e.g. weekly, monthly); Flat Fee no matter how many hours are actually worked, you receive a certain fixed payment; Hourly Rate (Capped) hourly rate, as described above, except there is a maximum in total payments made to the contractor; Equity receiving ownership in the company in exchange for the completion of the project; Profit Share receiving a percentage of profits from a certain source, usually the result of the completion of the project; Combination any combination of the above methods.

WHEREAS, the Company is planning to conduct [PROJECT], [DESCRIBE PROJECT] (the “Project”); and

WHEREAS, the Contractor agrees to manage the Project according to the terms and conditions herein.

NOW, THEREFORE, In consideration of the mutual covenants and promises made by the parties within this Contract, the Company and the Contractor (individually, each a “Party” and collectively, the “Parties”) covenant and agree as follows:

PROJECT DUTIES. The Contractor and the Company agree and acknowledge that the Parties shall perform all Project duties as described on Exhibit A attached hereto.

PandaTip: When working together on a project, the most important thing above all else is to have your responsibilities delineated. Each party should know exactly what it is that they are responsible for in the completion of the Project. Also remember that legalese is not important for this description of duties. All that matters is that everyone clearly understands the role they need to play in getting the project done.

PAYMENT. The Company shall pay the Contractor [AMOUNT] in consideration for the performance of the duties described herein. Payments shall be made in [TIME FRAME] increments and according to the schedule attached hereto as Schedule B.

PandaTip: See the PandaTip on the project proposal cover page that explains the different methods. The schedule might not be necessary depending which method you are using.

TERM. The term of this Contract shall last from [START DATE] to the satisfactory completion of the Project, as determined solely by the Company.

PROPRIETARY RIGHTS IN THE PROJECT. The Parties acknowledge that this is a Work for Hire and agree that the Company will hold all intellectual property rights in the Project including, but not limited to, copyright and trademark rights in any deliverables pertaining to the Project. The Contractor agrees not to claim any such ownership in such intellectual property at any time prior to or after the completion of the Project.

PandaTip: This clause ensures that the Company (and not the Contractor) will hold all intellectual property rights in the project as that is the most typical arrangement. However, depending on your arrangement, as the Contractor, you may want to hold such rights. This is the clause that may have the longest lasting effect on the benefits that flow from this arrangement so be sure to think this through.

EXPENSES. The Parties agree and acknowledge that the Contractor shall bear all expenses that the Company does not agree to bear in writing. If the Company does agree to bear such expenses, the Contractor shall present receipts or invoices in order to receive reimbursement.

NO MODIFICATION UNLESS IN WRITING. No modification of this Contract shall be valid unless in writing and agreed upon by both Parties.

APPLICABLE LAW. This Contract and the interpretation of its terms shall be governed by and construed in accordance with the laws of the State of [STATE] and subject to the exclusive jurisdiction of the federal and state courts located in [COUNTY], [STATE].

IN WITNESS WHEREOF, each of the Parties has executed this Contract, both Parties by its duly authorized officer, as of the day and year set forth below.

Cincinnati Business Courier: Fourth Race Project Back on Track

A three-year-old plan to build a new apartment complex and garage in a key corner of downtown Cincinnati is back on track after years of delays, political saber-rattling, review and revision.

Later this summer, the Cincinnati Center City Development Corp. will demolish Pogue’s Garage at Fourth and Race streets and begin building a new garage, the podium for a $106 million, 225-apartment luxury tower to be built and owned by Indianapolis-based Flaherty Collins Properties. Demolition will take three to five months with construction of the 14-story building expected to begin by the end of the year.

The project will activate a sector of downtown that has some residential presence already with apartment and condo buildings on the west side of Fourth and Fifth streets, and, just as important, add much-needed supply to a Cincinnati housing market with pent-up demand.

“That’s a lot of bodies introduced to a part of town that straddles between Fountain Square and (west) Fourth Street where there is residential. There’s sort of a gap there, and this fills it in pretty well,” said Adam Gelter, 3CDC’s executive vice president for development. “Fourth Street in general, especially as you come east, is one of the better streets in town from an urban feel, but it isn’t tremendously active, particularly at night. The tenants on the first floor and the people above will bring a little bit more life to the street.”

Jim Crossin . Flaherty Collins Properties vice president for development, said the company is happy with how plans for Fourth and Race turned out.

“We think the project will be a great success,” Crossin said. “3CDC — they operate a lot of parking facilities. They’ll also take care of the loan and lease of the ground-floor retail, which is in their area of expertise. Our business is multifamily development. It works out great that they’re doing those two portions of the project.”

The company was not fazed by the long process of dealing with a change in city administration and shifting priorities.

“Almost everything we do is a public-private partnership. The public side of most of our deals usually involves the local municipality,’’ Crossin said. “We like them because in the end, it’s usually an opportunity to develop a special project downtown where projects aren’t easy to get done. It takes often working through the political process to get it done.”

Like other recent, brand-new downtown apartment projects, nearly half of the building will be a parking garage. 3CDC will build seven stories – first-floor commercial space, plus six floors containing 700 parking spaces – and Flaherty Collins Properties will build seven stories of apartments on top of that. Some parking will be reserved for residents while other spaces will replace those lost in the demolition of Pogue’s Garage.

The apartment tower will be C-shaped with an amenity deck on the eighth floor that includes a grilling area and resort-style outdoor pool.

Crossin said hiding the parking garage is an important architectural feature of the building. Atlanta-based Preston Partnerships, which designed the second phase of the Banks, will design the building, while Turner Construction will manage the construction.

“There’s screening on the garage to mask that it’s a parking garage,” Crossin said. “We wanted it to not look like a residential building sitting on top of a garage. We wanted a cohesive design that fits into the context of downtown.”

Flaherty Collins Properties aimed for a ratio of 1.1 to 1.2 parking spaces per unit. Asked whether he believes additional downtown apartment towers will need as much parking in the future, Crossin said that while the streetcar could reduce parking needs, “We’re still in the Midwest where you may need to use your car less, but everybody needs a car.”

If residents become less dependent on their cars, Crossin said, the parking spaces could be used by others.

“If you add more jobs downtown, which definitely seems to be going in a positive direction, those people will need places to park.”

The project is “addition by subtraction,” Gelter said. It gets rid of a hideous parking garage that empties via ramps on city streets. 3CDC expects to open the new garage before the overall project is complete, as it did with the 84.51 center at Sixth and Race streets.

“If nothing went back, it would be better than it is today,” Gelter said.

First-floor retail also was key.

“As we build around the country doing urban mixed-use, our residents – the No. 1 thing they want is a walkable, urban environment,” Crossin said. We wanted to have street-level retail space that serves as an amenity to residents.”

Flaherty Collins Properties has developed 50 properties and 8,000 units, with many of their projects in Indiana.

The project will inject several hundred new residents in an area of downtown with a lot of longtime retailers, such as Koch Sporting Goods and Bromwell’s. Both developers and government leaders view downtown as having more demand than supply, with Downtown Cincinnati Inc. reporting an occupancy rate of 97 percent for residential units in 2015.

Even as Flaherty Collins Properties worked through the Fourth and Race deal, it considered other Cincinnati projects. It has talked to some downtown parking lot owners who other developers have reported have been reluctant to sell or join developments as equity partners.

“We’re getting a subsidy from the city. The land is being contributed also,” Crossin said. “If it were Joe Smith with a parking lot that’s very valuable land worth several million bucks, it doesn’t work. If rents can continue to rise, we’ll reach a point where those deals do work without any help. I think the city’s hope is that they’re priming the pump.”

Flaherty Collins Properties plans to keep looking for other projects.

“We think Cincinnati’s a fantastic market downtown,” Crossin said. “We think there’s more demand (downtown) than there are new high-end projects currently.”
