New York Public Records

Certain records are restricted from public access, especially those that would violate personal privacy, interfere with an ongoing investigation, expose trade secrets, or endanger the life or safety of any person.

Here you ll find the New York public record resources that we feel will be most useful. You can also make use of the tools on the left to explore county records, city records, and other resources such as licenses.

  • Court System – The New York court system has five levels. At the first are City Courts Justice Courts (Town Village Courts). Both handle small claims, small civil, misdemeanors, violations felony arraignments. At the second level are: Supreme Courts (civil, civil felony in NYC); County Courts (civil, misdemeanor felony); District Courts (Suffolk Nassau misdemeanors, civil to $15K); Family Courts (adoption, child support, custody); and Surrogates Courts (estates, probate of wills, guardianship). Third are Appellate Terms of the Supreme Court, which hear appeals from lower courts in NYC. Fourth are Appellate Divisions of the Supreme Court, which review decisions from all lower courts. Fifth is the Court of Appeals, which reviews cases from lower appellate courts and death penalty cases. New York Court Records
  • Criminal Records – Felony cases are handled at the Supreme Court and City Court levels. Misdemeanors and DWI/DUI cases are handled at the City Courts, District Courts, Civil/Criminal Courts of New York City, and the Town and Village Justice Courts. Juvenile cases are only handled in the Family Courts. The New York State Office of Court Administration provides a statewide criminal history search for $65.   • Vital Records – New York does not freely give out vital record certificate copies. Read carefully the restrictions and instructions on our NY Vital Records page. Birth and death certificates and marriage records are available from: New York State Department of Health, Vital Records Section, Empire State Plaza, Albany, NY 12237. Refer to our vital records page for information on ordering divorce records, and for online birth, death, and marriage databases.

Many students come to Yale after gaining experience and perspective through other scholarly and professional pursuits.

Applications to degree programs take one of several paths:

Medical Degree

Applicants seeking the M.D. degree or combined M.D./Ph.D. will complete the AMCAS application online as well as the supplemental Yale application .

Physician Associate

Physician associate applicants will apply to the Physician Associate Program using the Centralized Application Service for Physician Assistants.

Public Health

Students seeking a master of public health degree, a master of science in epidemiology and public health or a Ph.D. in one of five disciplines within public health will apply to the School of Public Health on the medical campus.

Graduate School

Graduate school applicants in biomedical disciplines will apply through the combined Program in the Biological and Biomedical Sciences. which places Ph.D. students on one of eight tracks in their first year before they affiliate with a degree-granting program.

Degree Programs

The majority of students at the School of Medicine earn Doctor of Medicine (M.D.) degrees, but the school also offers seven other medical degrees, including an M.P.H. awarded by the School of Public Health. The Yale School of Nursing, a separate school within the university, offers two degrees. The Physician Associate Program offers an M.M.Sc.

Recognizing that issues related to health intersect with every aspect of civic life and that the study of medicine is not limited to patient care and biomedical science, the medical school also offers 12 joint degree programs in collaboration with the Faculty of Arts and Sciences and the schools of Management, Forestry and Environmental Studies, Divinity and Law. Through these programs, students can study the role medicine plays within the broader context of other academic specialties.

It introduces students to the field of public administration, including its scope, content, literature and relationship to other disciplines. This is accomplished through a curriculum that focuses on developing core competencies for new and mid–career public administration students.

Learning outcomes. Students will:

  • Identify the core mechanisms of public administration including the organization and management of human and financial resources.
  • Discuss the political, economic, legal and social environments of public policy and administration.
  • Explain the unique challenges and opportunities of providing public goods and services in a diverse society. The includes the understanding of public administration and policy in an international and comparative context.

Welcome to the Homeland Security Defense Coalition and our Homeland Security University College project

The Homeland Security Defense Coalition and the Homeland Security University College project was established in October of 2001 to provide a single source for high level education and training in the field of counter-terrorism. The HSDC HSU project programs will lead to a certificate, diploma, or degree in one comprehensive program.

The Homeland Security Defense Coalition and the Homeland Security University College project has been a labor of love post 9/11/01. The Homeland Security Defense Coalition is a non-profit organization managed by 40 volunteers who have sought non-governmental funding through no less than two dozen foundations, none of which have been able to provide project funding. Our volunteers have provided nine years of their time in hopes of eventually joining us on a full-time career basis. This great team has provided their professional expertise in counterterrorism and business administration to build our infrastructure so that we are ready at the starting gates to begin this worthwhile Homeland Security University College project.

We have recruited and brought together national and international experts in anti-terrorism and counter-terrorism, who have developed, designed and will be teaching our seminars and courses. Most are recently retired former or present FBI agents, federal law enforcement agents, criminal investigators, emergency and disaster planning professionals, lawyers, US Border Patrol personnel, US Customs professionals and several currently in the U.S. Department of Homeland Security.

Consolidating the best national security training and education courses and offering them through one source will enable private and government agencies the opportunity to send their personnel for homeland specialized homeland security training and education.

This project has been 14 years in the planning and is designed to ensure the highest level of modern up-to-date course content. Courses have and will be continually reviewed and up-dated to remain current in content and consistent with current trends and threats.

Unlike similar programs that are appearing across the country, our seminar, certificate, diploma and degree courses and training programs are designed specifically to address the needs of those employed or seeking employment in a homeland security related profession, public safety or public administration with a concentration in homeland security.

Consumer warnings about public adjusters

Public adjusters are supposed to help you with your insurance claim, but one local couple shares a post-hurricane story that consumers should hear before hiring one.

If you own a home, chances are you will have to file an insurance claim at some point. When that happens, you might hire a public adjuster to negotiate with the insurance company on your behalf.

Action News Consumer Reporter Nydia Han has information you need to hear before you do.

A local couple says instead of helping matters, the public adjuster they hired made the claims process longer, messier, and much more frustrating.

Hurricane Sandy ripped part of the roof off Donna and Ray Taylor’s home.

“It sounded like a plane,” said Donna.

“And I said, ‘This is not good. Everything’s falling in,'” said Ray.

For help with their insurance claim, the Taylors met with a public adjuster from Metro Public Adjustment, Inc.

“He told us that he could get us more money than what we could get from the insurance company and faster,” said Donna.

But they say after they signed the contract, the adjuster said it could take 6 months.

So the Taylors say they acted on their right to cancel.

This is a right everyone needs to know about.

Pennsylvania law gives you the right to rescind certain contracts within three days.

The Taylors say they canceled within 12 hours by calling back the adjustor and handing him a written notice.

They are upset Metro still tried to represent their claim after that.

“After we rescinded, they are still trying to get a piece of this pie,” said Donna.

A pretty big piece! The company makes 25% of the insurance settlement.

“I said why would you submit the claim when we rescinded the contract yesterday? And he said, ‘I was out there first,'” she said. “We wound up having to fight him on top of everything else we’re going through. We wound up having to erase everything he put his marks on even after we rescinded.”

Action News went to the company for answers.

When asked if this was the kind of behavior they like to see from your adjustors, Terry Desher replied, “Of course not. We try to help people. We’re not trying to hurt anyone.”

Metro says by the time its corporate office realized the Taylors wanted to cancel, it had already notified the Taylor’s insurance company, which it must do within two days.

“We have agreed to the cancellation. There’s no problem here. And if they got a notification, it’s because we are working around the clock to satisfy people during the storm,” said Desher.

The company’s president says – “We are very sorry the Taylors had this experience with our company. We believe it was a genuine misunderstanding.”

Meantime, be aware when hiring any public adjuster.

“They will come in and say, ‘We get quick settlements with your insurance company.’ But we’ve seen cases with some of the public adjustment firms, including this one, where it can take months and months for the claim to get adjusted,” said Goode, Better Business Bureau.

They also warn to be careful when trying to cancel.

“The 3-day right to rescind can be tricky,” says Goode. “In order for it to work properly, you need to send a written notice to the company so they receive it within 3 calendar days after having signed the contract.”

Metro Public Adjustment points out that its Notice to Rescind says consumers should deliver the notice to their Bensalem office, and “provide notice of this contract termination promptly to your insurance company.”

If the Taylors had done that, they could have eliminated any problems.

The Taylors are glad – in the end – they dealt directly with their insurance company.

    Online/Part-time Format

    Flexibility for Working Professionals

    Online/part-time students earn the degree in 2-3 years by taking, on average, 1-3 courses per term. Pre-recorded lectures allow students to learn on their own schedule each week. There are hard deadlines for turning in graded material, but students choose when to work on them.

    They have the option of matriculating into the program during 3 different periods of the year, beginning with a 1- or 2-week on-site orientation in June, November or January.

    Engaging Experience

    Students interact virtually with classmates and instructors in a variety of ways, from discussion forums to live chats. To experience it first-hand, complete the non-credit course Introduction to Online Learning —free of charge. It’s mandatory at the start of the program.

    Up to 80% of the curriculum may be completed online. For the remaining 20%, students have the opportunity to attend on-campus courses. The required “face-to-face” time adds up to a minimum of 4 weeks over the course of 2-3 years.

    There is no limit on the number of on-campus courses that an online/part-time student can take. On average, these students complete about 25% of courses on campus.

    The on-campus requirement can also be completed by enrolling in the Summer, Fall or Winter Institutes. The intensive 1-3 week courses allow students to earn academic credit in a short period of time. Each institute explores a specific area of public health, allowing students to gain specialized training based on their interests.     Designing Your Degree

    The core coursework comprises roughly half of the curriculum and is the same for both the full-time and online/part-time format.

    For electives, all students have the freedom to customize their elective coursework based on personal interests and professional goals. With over 140+ online courses to choose from, there are endless possibilities for how to plan your education. A faculty advisor helps you determine elective courses that match your desired knowledge base and skill sets.

    The ability to personalize half the curriculum is a defining feature of the Bloomberg School’s MPH degree program.

    Online/part-time students can study a specific area of interest by enrolling in a Summer Institute and/or earning a Certificate. In doing so, students can fulfill the on-campus requirement and elective credits at the same time.

    Better safe than sorry is right. Channel 13 News was just talking about this change in Facebook s privacy policy. Better safe than sorry.

    I do not give Facebook or any entities associated with Facebook permission to use my pictures, information, messages or posts, both past and future. By this statement, I give notice to Facebook it is strictly forbidden to disclose, copy, distribute, or take any other action against me based on this profile and/or its contents. The content of this profile is private and confidential information. The violation of privacy can be punished by law (UCC 1-308- 1 1 308-103 and the Rome Statute).

    Messages about protecting your copyright or privacy rights on Facebook by posting a particular legal notice to your Facebook wall are all variants of an item circulated several years ago positing that posting a similar notice on a web site would protect that site s operators from prosecution for piracy. In both cases the claims were erroneous, an expression of the mistaken belief the use of some simple legal talisman — knowing enough to ask the right question or post a pertinent disclaimer — will immunize one from some undesirable legal consequence. The law just doesn t work that way.

    First off, the problem this ineffective solution supposedly addresses is a non-existent one: Facebook isn t claiming copyright to the personal information, photographs, and other material that their users are posting to the social network, nor have they announced any plans that would make all Facebook posts public (even previously deleted ones) regardless of a user s privacy settings):

    In response to rumors about copyright issues that began circulating in November 2012 after Facebook announced they were considering revoking users rights to vote on proposed policy changes, the company issued a statement noting that:

    There is a rumor circulating that Facebook is making a change related to ownership of users information or the content they post to the site. This is false. Anyone who uses Facebook owns and controls the content and information they post, as stated in our terms. They control how that content and information is shared.     Similarly, ABC News reported:

    [Users worried that] Facebook will own their photos or other media are posting [a frightful message] — unaware that it is a hoax. Here s the truth: Facebook doesn t own your media.

    We have noticed some statements that suggest otherwise and we wanted to take a moment to remind you of the facts — when you post things like photos to Facebook, we do not own them, Facebook spokesman Andrew Noyes said in a statement. Under our terms you grant Facebook permission to use, distribute, and share the things you post, subject to the terms and applicable privacy settings.

    Brad Shear, a Washington-area attorney and blogger who is an expert on social media, said the message [that Facebook users are posting to their walls is] misleading and not true. He said that when you agree to Facebook s terms of use you provide Facebook a non-exclusive, transferable, royalty-free, worldwide license to use any content you post. You do not need to make any declarations about copyright issues since the law already protects you. The privacy declaration [in this message] is worthless and does not mean anything.

    In any case, Facebook users cannot retroactively negate any of the privacy or copyright terms they agreed to when they signed up for their accounts, nor can they unilaterally alter or contradict any new privacy or copyright terms instituted by Facebook, simply by posting a contrary legal notice on their Facebook walls. Moreover, the fact that Facebook is now a publicly traded company (i.e. a company that has issued stocks which are traded on the open market) or an open capital entity has nothing to do with copyright protection or privacy rights. Any copyright or privacy agreements users of Facebook have entered into with that company prior to its becoming a publicly traded company or changing its policies remain in effect: they are neither diminished nor enhanced by Facebook s public status.

    Before you can use Facebook, you must indicate your acceptance of that social network s legal terms. which includes its privacy policy and its terms and policies. You can neither alter your acceptance of that agreement nor restrict the rights of entities who are not parties to that agreement simply by posting a notice to your Facebook account, citing the Uniform Commercial Code (UCC ), or referencing the Berne Convention. (One of the common legal talismans referenced above is UCC Section 1-308, which has long been popular among conspiracy buffs who incorrectly maintain that citing it above your signature on an instrument will confer upon you the ability to invoke extraordinary legal rights.)

    If you do not agree with Facebook s stated policies, you have several options:

    • Decline to sign up for a Facebook account.
    • Bilaterally negotiate a modified policy with Facebook.
    • Lobby for Facebook to amend its policies through its Facebook Site Governance section.
    • Cancel your Facebook account.

    (Note that in the last case, you may have already ceded some rights which you cannot necessarily reclaim by canceling your account.)

    As techtalk noted of Facebook users current privacy rights:

    The fact is that Facebook members own the intellectual property (IP) that is uploaded to the social network, but depending on their privacy and applications settings, users grant the social network a non-exclusive, transferable, sub-licensable, royalty-free, worldwide license to use any IP content that you post on or in connection with Facebook (IP License).

    Facebook adds, [t]his IP License ends when you delete your IP content or your account unless your content has been shared with others, and they have not deleted it.

    While the social network does not technically own its members content, it has the right to use anything that is not protected with Facebook s privacy and applications settings. For instance, photos, videos and status updates set to public are fair game.

    How does a statute differ from a Public Act?

    Public Acts are bills that have become law. The Illinois Compiled Statutes (ILCS) are a cumulative organization of Public Acts into a coherent framework. Most, but not all, Public Acts are incorporated into the Illinois Compiled Statutes. Some Public Acts and portions of Public Acts, such as those authorizing land conveyances or making appropriations, are not included in the Illinois Compiled Statutes.

    The version of the Illinois Compiled Statutes that appears on this site is updated on an ongoing basis. Recent Public Acts may not yet be incorporated into the version of the Illinois Compiled Statutes that appears on this site. Those Public Acts will be incorporated at a later time.

    Public Acts are added to this site soon after they become law. To determine the most current law, you must check the Public Acts.

    Multiple versions of statutes
    Sometimes this site shows multiple versions of a Section of the statutes.     When is Bankruptcy Removed from Your Credit Report

    Dear CJN,

    The amount of time that a bankruptcy listing remains on your credit report depends on which chapter is filed. Bankruptcies included in credit reports typically fall into two chapters, either Chapter 13 or Chapter 7. You didn’t say under which chapter you filed, but your question suggests that it was probably a Chapter 7 bankruptcy.

    Under Chapter 13 bankruptcy you repay a portion of the balances owed to creditors through a debt repayment plan. Because payments are made on your debts in order for this type of bankruptcy to be discharged, a Chapter 13 will only remain on your report for seven years from the date filed. If you filed Chapter 13 bankruptcy, it should have been removed in 2012.

    Under Chapter 7 bankruptcy, all debts are forgiven. There is no repayment. Chapter 7 bankruptcy remains on the report for 10 years from the date it was filed.

    You indicated that your bankruptcy was filed in 2005. Assuming that your bankruptcy was a Chapter 7, it would be removed in 2015.

    If you filed a Chapter 13 bankruptcy, you should submit a dispute by following the instructions included in your Experian credit report or visiting How to Dispute Credit Report Information .

    The practicum course is designed to provide students an opportunity to transition from theory to practice.     HSPM’s mission is to advance the provision of effective, efficient and equitable health services by preparing individuals for positions in health services management, policy, public health programs, research and education.

    Students interested in improving and strengthening health care systems with strong quantitative skills are ideal for our graduate programs. Through our two master’s (Master of Public Health, Master of Health Administration) and two doctoral paths (Doctor of Philosophy, Doctor of Public Health), the department produces well-trained graduates ready to assume or progress to leadership positions in different health sector entities. Students are able to complete the Master of Public Health program through distance education, although most courses require synchronous participation via weblinks.

    In addition to the four degree programs indicated above, the department also offers a number of dual or joint degrees. With continuing changes in the legal and regulatory landscape ranging from health reform to other mandates, the demand these skill sets will be on the increase in the future.

    Ph.D. in Health Services Policy and Management

    The educational goal of the Doctor of Philosophy program in HSPM is to prepare students to assume positions in teaching and/or research in universities, public or private research institutes or government agencies. In the last four years, most of our Ph.D. graduates have accepted faculty positions in public health or allied health schools in the U.S. and internationally. Some have accepted research and administrative positions in public health entities and consulting firms.

    The program of study is designed around the interests of the individual, taking previous academic training and professional experience into account. Emphasis in the program is in research methods, statistics and advanced concepts in health policy and management. The program is 61 credit hours post-masters and requires a dissertation based on original research.

School of Public Affairs. the online Master of Public Administration and Policy (MPAP) provides students with analytical, contextual, ethical, and substantive skills and knowledge to effectively advise public policy and lead public programs in government, the non-profit and the private section in the United States and abroad.

    Admission to the Program

    Applicants must meet the minimum university requirements for graduate study. Admission decisions are based on each applicant’s academic record, two letters of recommendation, test scores from the Graduate Record Examination (GRE), and an essay written by the applicant on his or her background and career interests. Applicants may substitute test scores from similar tests, such as the GMAT or LSAT, for the GRE where appropriate. Applicants who received their undergraduate degree more than five years prior to their date of application may waive the requirement for test scores by submitting a statement describing their professional experience. The department values applicants who have acquired practical experience before beginning their professional degree program. Admission decisions are based on each applicant’s total record and not on any single strength or deficiency.
